About this opportunity
The Colorado Department of Natural Resources' Division of Reclamation, Mining and Safety (DRMS) is soliciting documented quotes under DQ1 PKAA 2027_0094 for as-needed pre-enrollment home inspections under its Mine Subsidence Protection Program (MSPP), with bids due November 13, 2026 at 5:00 p.m. MST. Service Disabled Veteran-Owned Small Businesses (SDVOSBs) officially registered with the U.S. Small Business Administration may receive a 5% preference on their bid.
Inspectors must cover homes up to 3,000 square feet in two service areas, Boulder, Broomfield, Weld, and Jefferson Counties and El Paso County, and produce detailed inspection reports. Pricing must cover inspection completion up to 3,000 square feet, report completion, and travel and miscellaneous expenses, with separate per-square-foot pricing for homes exceeding 3,000 square feet. Vendors must submit a completed mandatory questionnaire, resumes for inspection personnel, references from up to three recent clients, and a redacted sample inspection report from the past six months. Required insurance includes workers' compensation, commercial general liability with minimum limits of $1.0 million, and automobile liability of $1.0 million combined single limit.
Work is guaranteed through June 30, 2027, and DRMS may extend annually up to four additional times, for a maximum duration of five years ending June 30, 2031. The expected project start date is November 30, 2026. The State may award to single or multiple bidders and does not guarantee a minimum amount of work. Payment is made upon submission of a final inspection report for each home, as invoiced and approved by the Program Administrator. Prices may adjust annually beginning July 1, 2027, based on Chained CPI-U, calculated as the average of the prior 12 months.
Questions were due October 30, 2026. Amendment #1 Q&A, posted November 4, 2026, forms part of the binding solicitation, and bidders must acknowledge receipt in their proposals. Proposals may be submitted by email or through the Colorado Vendor Self Service System.
