About this opportunity

The City of Clovis, New Mexico, located in Chaves County, is soliciting bids for the Dr. Martin Luther King, Jr. Blvd. Improvements Phase II Project (No. CLO191-11), a comprehensive roadway reconstruction initiative. The project encompasses approximately 0.99 miles of roadway from 7th Street to 21st Street, with multiple critical infrastructure improvements including pavement replacement, base course installation, and lime-treated subgrade preparation. Specific deliverables include reconstructing 5,247.06 feet of roadway with 5 inches of HMA SP IV over 10 inches of base course, installing new concrete curb and gutter, constructing ADA-compliant sidewalks, replacing traffic signals at key intersections, resetting street lighting, and implementing drainage improvements such as a new concrete-lined channel. A virtual pre-bid conference was scheduled for July 12, 2023, and sealed bids are due on August 2, 2023, at 2:00 p.m. local time at the Clovis City Hall. Bidding documents are available through ARI Graphix (https://www.ariplans.com/), with prospective bidders strongly encouraged to register on the website.

The procurement includes provisions for New Mexico Resident Contractor and Resident Veteran Contractor preferences, which may provide potential pricing adjustments during bid evaluation. An $80,000 allowance is specifically designated for street lighting system coordination with Xcel Energy. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the project will require extensive coordination with public and private utility providers for infrastructure adjustments and relocations. Bidders will need to demonstrate capability in complex roadway reconstruction, including expertise in pavement systems, drainage infrastructure, traffic signal installation, and utility coordination. The project involves comprehensive utility improvements, including adjustment and potential relocation of both public and private utility systems. While a precise total project budget is not specified, the extensive scope of work suggests a significant capital investment for infrastructure enhancement in the Clovis area.
