About this opportunity

The City of Fort Myers is requesting qualifications for comprehensive professional engineering, environmental, permitting, and construction-phase services for downtown stormwater drainage improvements along First Street (RSQ 26-039), with qualifications due October 30, 2026, and a non-mandatory pre-proposal meeting on October 8 at 9:30 a.m. The project is federally funded through the FEMA Hazard Mitigation Grant Program (HMGP) administered by the Florida Division of Emergency Management (FDEM) and CDBG-DR, triggering extensive federal compliance requirements including Davis-Bacon prevailing wages for construction work, Byrd Anti-Lobbying Amendment certification, suspension and debarment verification, VEVRAA protected-veteran employment obligations for contracts valued at $150,000 or more, and 2 CFR Part 200 uniform administrative requirements.

The scope spans approximately 1 mile (5,280 linear feet) of First Street from Edison Bridge west toward Virginia Avenue. Phase I covers engineering design and technical studies including field investigations, surveying, geotechnical evaluations, hydrologic and hydraulic analysis, design document preparation, environmental review, permitting coordination, and bid-phase support. Phase II consists of construction-phase consulting services and project closeout, contingent upon FEMA approval and City authorization; Phase II services are not guaranteed, and construction work will be procured separately. Respondents must separately identify and price each phase.

Mandatory qualifications require respondents to have operated under their current company name for a minimum of three consecutive years, hold evidence of qualification to do business in Florida, maintain no arrears or defaults with the City, and disclose relevant legal or ethical issues. Evaluation criteria are Approach to the Project/Design (45 points) and Experience of the Firm and Qualifications of Assigned Personnel (55 points). The Selection Committee meets November 12, with optional presentations November 19. Questions are due October 13 at 4:00 p.m. Submissions are binding for 180 days following opening. Professional liability insurance with $1 million per claim / $1 million aggregate coverage and maximum $100,000 deductible is required, along with commercial general liability ($1 million per occurrence / $5 million aggregate), commercial automobile liability ($1 million combined single limit), and workers' compensation. An Addendum #1 Revision was posted September 22, 2026.

Opportunity text

The City of Fort Myers seeks qualified professional firms to provide comprehensive engineering, environmental, permitting, and construction phase services for stormwater drainage improvements along First Street in downtown Fort Myers. The project is funded through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP), administered by the Florida Division of Emergency Management (FDEM) and CDBG-DR.

The project is intended to reduce repetitive stormwater flooding impacting approximately 1 mile (5280 linear feet) of First Street from Edison Bridge west toward Virgina Avenue. The proposed improvements will increase stormwater system capacity to mitigate flooding associated with intense rainfall events and coastal influences, protecting roadway infrastructure, maintaining emergency access, and reducing loss of function within the downtown corridor.

The selected firm shall provide all professional services necessary to evaluate, design, permit, and support construction of stormwater infrastructure improvements, including upsized piping, culverts, drainage structures, and associated roadway restoration.
