About this opportunity

The Beaverton Urban Redevelopment Agency (BURA) and the City of Beaverton are requesting proposals for Downtown Parking Data Services under RFP #26-044, with proposals due June 23, 2026 at 2:00 p.m. BURA has an aspirational goal of 15 percent utilization of State of Oregon COBID-certified companies; certification is welcomed but not a hard requirement.

The scope requires consultants to interpret on-street parking enforcement data collected through the City's Motorola Vigilant Mobile License Plate Recognition (MLPR) system, covering approximately 150 block faces and five off-street parking lots (roughly 1,200 spaces) in Downtown Beaverton. Deliverables include next-day visual insights displaying inventory, occupancy rates, length of stay, space turnover, collection coverage, daily collections, permit and citation data, and related metrics. The consultant must retrieve parking data via API with Motorola Solutions and provide pricing for API integration with Passport Inc., the City's Parking Citation Management System. Proposers must demonstrate experience with at least three similar municipalities and address data security, confidentiality processes, and system updates in their project approach.

Pricing may be structured as hourly rates with team member rates and hours broken down by deliverable, or alternatively as retainer, flat fee, or combination models. Evaluation criteria weight Cost at 20 percent, Qualifications at 20 percent, and Project Approach and Understanding at 60 percent. Service commencement is anticipated for August 3, 2026, with all work to be completed by June 30, 2029. The contract may be renewed for up to two additional one-year terms at the City's option. Consultants must obtain a City of Beaverton business license, provide an IRS Form W-9, maintain commercial general liability insurance with minimum limits of $2 million per occurrence and $2 million annual aggregate, and professional liability insurance of $2 million per claim with $2 million annual aggregate. An estimated interview date is scheduled for July 8, 2026.

Opportunity text

The Beaverton Urban Redevelopment Agency (BURA) is seeking qualified consultants to interpret on-street parking enforcement data collected through the City of Beaverton's daily parking enforcement operations. The City currently uses Motorola's Vigilant Mobile License Plate Recognition (MLPR) to collect parking session information, which is the primary data source to be interpreted.

Ideally, consultants would be able to establish an API with Motorola for daily data transmittal with all license plate information hashed and anonymous to any end user. Additionally, BURA and City staff would be able to review interpreted data daily, through on online web application.
