About this file
This is a Request for Proposal (RFP #26-044) issued by the Beaverton Urban Redevelopment Agency (BURA) and the City of Beaverton, Oregon, for Downtown Parking Data Services. BURA seeks qualified consultants to interpret on-street parking enforcement data collected through the City's daily parking enforcement operations using Motorola's Vigilant Mobile License Plate Recognition (MLPR) system. The proposed solution must provide next-day visual insights covering approximately 150 block faces and five off-street parking lots (approximately 1,200 parking spaces) in Downtown Beaverton, displaying inventory, occupancy rates, length of stay, space turnover, collection coverage, daily collections, permit and citation data, and related metrics. The consultant must retrieve parking data via API with Motorola Solutions and provide pricing for API integration with Passport Inc., the City's Parking Citation Management System. The RFP was released June 2, 2026, with a proposal submission deadline of June 23, 2026, at 2:00 p.m. through the City's procurement portal. An estimated interview date is scheduled for July 8, 2026, with service commencement anticipated for August 3, 2026, and all work to be completed by June 30, 2029. The contract may be renewed for up to two additional one-year terms at the City's option.
Pricing for services is anticipated to be based on an hourly rate model with team member rates and hours broken down by deliverable, though alternative pricing structures including retainer, flat fee, or combination models are acceptable. Proposers must demonstrate qualifications through experience with at least three similar municipalities and provide detailed project approaches addressing data security, confidentiality processes, and system updates. Evaluation criteria weight Cost at 20 percent, Qualifications at 20 percent, and Project Approach and Understanding at 60 percent. BURA has an aspirational goal of 15 percent utilization of State of Oregon COBID-certified companies and welcomes certifications through the Certification Office for Business Inclusion and Diversity. Proposers must obtain a City of Beaverton business license, complete an IRS Form W-9, comply with insurance requirements as specified in the sample Professional Service contract, and meet all federal, state, and local civil rights and nondiscrimination requirements under ORS 279C.500 through 279C.565.

6.3. 6.3. ..................................................................... Clarification of Proposals
BURA reserves the right to obtain clarification of any point in a firm’s proposal or to obtain additional information necessary to properly evaluate a particular proposal, but will not, in any way, provide an opportunity to change any fee amount originally proposed. Failure of a Proposer to respond to such a request for additional information or clarification could result in rejection of the firm’s proposal.
6.4. 6.4. .................................................................................... Contract Award

6.9. 6.9. ............................................................................................ Interviews
At the City’s option, the top proposers ("Top Tier") may be required to make a presentation of their proposal. The number of proposers in the Top Tier may increase if the City’s evaluation of proposals establishes a natural break in the scores of proposers indicating that a lower ranked proposer is closely competitive to the second-ranked proposer and has a reasonable chance of being determined the most advantageous proposer. The City does not anticipate including more than three proposers in the Top
Tier but reserves the right to increase the number of Top Tier proposers to the number of proposers having a reasonable chance of being determined the most advantageous proposer. The City may reduce the number of proposers in the Top Tier to only one if the excluded proposers have no reasonable chance to be the most advantageous proposer.
This presentation portion will provide an opportunity to clarify or elaborate on the proposal, but will not, in any way, provide an opportunity to change any fee amount originally proposed. The Contract
Administrator will schedule the time and location of these presentations (if necessary) and notify the selected firms.
Should the top tier be selected for oral interviews, the invited firms will be evaluated based on the same factors, weighting, and ranking system outlined above except there will be no points given on price and the Beaverton Equity Program. The points from the first evaluation will not be added to or otherwise made a factor in the scoring of the second evaluation. The firm with the highest point total resulting from an interview will be considered the best Proposer; however, the City may choose up to the top three proposers' post-interview to engage in best and final offer discussions and may choose to award to the proposer that is the best fit for the City based on these discussions. Best and final offer discussion may include requests for revisions of proposal content and/or price and the City shall not disclose these private discussions leading to best and final offers.
