About this opportunity
Douglas County, Georgia is requesting proposals for turnkey installation of a 100kW diesel standby generator at the County Fleet Maintenance Building, with bids due August 3, 2026 at 2:00 PM EDT through BidNet. This project is partially funded by the FEMA Hazard Mitigation Grant Program and subjects all awardees to federal requirements under 2 C.F.R. Part 200 and FEMA-specific mitigation policies — a mandatory compliance gate.
The scope encompasses site preparation, equipment procurement, installation, testing, and commissioning of a 100kW diesel standby generator to enable the County to maintain normal operations and serve all Douglas County Departments during power outages. The Fleet Maintenance Building serves as the installation site and houses numerous county employees across multiple departments. Bidders may propose exceptions to specifications provided they are thoroughly documented and justify how the alternative approach maintains or improves upon original specifications' intent while remaining subject to Douglas County approval and FEMA compliance.
All bids must include a Bid Bond equal to at least 5% of the total bid amount. The awardee must execute a Performance Bond (100% of contract amount), Payment Bond, and Liability Insurance Certificate within 15 calendar days of award notification. Payment follows NET 30 days after receipt of an approved invoice per Douglas County Financial Policy. Notice to Proceed issues following receipt of fully executed contract documents and approved Purchase Order.
Bidders must submit at least three contractor references verifying experience with similar work and complete a Contractor Affidavit, Non-Collusion Affidavit, No Conflict of Interest certification, and Proposal Certification. All subcontractors must register with and maintain authorization under the federal E-Verify program per O.C.G.A. 13-10-91(b)(3) and provide user identification numbers and authorization dates; sub-subcontractors face identical requirements. Written questions are due July 13, 2026 at 5:00 PM EDT. Bidders must submit all questions electronically; contact with other County staff or officials may result in disqualification.
