About this opportunity

The Commonwealth of Kentucky's Finance and Administration Cabinet, on behalf of the Department of Military Affairs, is soliciting bids for the supply, installation, and removal of a double girder trolley hoist system through Request for Bid (RFB) 758 2400000178. The procurement requires a Konecranes CXT Double Girder Trolley Hoist or approved equal with a 7.5-ton capacity, 29-foot lift height, dual lifting speeds of 20 and 3 feet per minute, and 65 feet per minute VFD trolley speeds, to be installed at the DMA facility located at 100 Minuteman Parkway, Building 162, in Frankfort, Kentucky. Bidders must be qualified to provide the equipment with hook-operated control limit switches and a remote monitoring system, and all pricing must be all-inclusive of shipping, delivery charges, and fuel costs on an F.O.B. Destination Freight Prepaid and Allowed basis. A mandatory site visit is required at Fort Knox (9387 N. Wilson Road, Fort Knox, Kentucky 40121) between 9:00 a.m. and 3:00 p.m., Monday through Friday, with scheduling available by contacting Christopher Kehl at 502-694-0970. The completed Site Visit Validation Form (Attachment C) must be submitted with the bid response or the bid will be automatically disqualified. Bid closing is October 20, 2023, at 1:30 p.m. ET, with written vendor questions due by October 12, 2023, at 10:00 a.m. ET. Evaluation will be conducted on a Best Value basis with 90 points allocated to price (lowest bidder receives maximum points) and 10 points for delivery time, with vendors required to clearly specify delivery time in working days and subject to a one percent daily deduction from invoices for each day delivery is missed. All bids must be submitted electronically through the Commonwealth eProcurement system, with vendors required to register 24-48 hours prior to submission, and pricing must remain valid for a minimum of 60 calendar days after the bid due date.

Bidders proposing alternate brands or specifications must submit descriptive literature for equality verification, and Kentucky resident bidders may receive reciprocal preference against nonresident bidders. Qualified bidders, including Kentucky Correctional Industries and nonprofit corporations furthering workforce development purposes or serving individuals with severe disabilities, may receive additional preferences of 15-20 percent of maximum points if they meet applicable eligibility requirements. All successful bidders must maintain Contractor's General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with automobile/truck liability coverage of $1,000,000 combined single limit, with certificates of insurance submitted prior to award. Vendors must also complete and notarize required affidavits addressing campaign finance law compliance, resident bidder status claims, and qualified bidder status as applicable. Payment terms must comply with solicitation requirements, and any bids requiring prepayment or conflicting payment terms will be deemed non-responsive and ineligible for award. No specific contract value or budget range is disclosed in the solicitation documents.
