About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Military Affairs, issued a Request for Bid (RFB 758 2400000136) on September 13, 2023, for the procurement and installation of one double girder trolley hoist as a replacement unit at Fort Knox. The equipment must meet specific technical requirements including 7.5 ton capacity, 29 feet lift height, 72-inch trolley width, dual lifting speeds of 20/3 FPM, 65 FPM VFD trolley speeds, hook-operated control limit switch, and remote monitoring system, with the specified equipment being a Konecranes CXT Double Girder Trolley Hoist or approved equal. The scope of work encompasses removal of the existing hoist (with customer disposal responsibility), supply and installation of the new equipment, and verification of proper operation following installation, with all pricing to be all-inclusive of equipment, shipping, delivery, and fuel costs on an FOB Destination Freight Prepaid and Allowed basis. Bidders must complete a mandatory site visit between 9:00 a.m. and 3:00 p.m., Monday through Friday, at Fort Knox (9387 N. Wilson Road, Fort Knox, Kentucky 40121) by contacting Christopher Kehl at 502-694-0970 to schedule, and must submit a signed Site Visit Validation Form with their bid response or face disqualification. Written questions are due by September 26, 2023 at 10:00 AM ET, with bids due by October 3, 2023 at 1:30 PM ET, and all bids must be submitted electronically through the Commonwealth eProcurement System after registering in the Vendor Self Service System at least 24-48 hours prior to submission. Award will be made on a best value basis using measurable criteria weighted at 90 points for price and 10 points for delivery and installation time, with the bidder providing the lowest price receiving the maximum 90 points and subsequent bids scored proportionally; bidders must state delivery time in specific working days, and a one percent per day penalty will be deducted from invoices for each day delivery is delayed beyond the contracted date.

Kentucky resident bidders are eligible for reciprocal preference as defined under KRS 45A.490-494, and qualified bidder preferences of 20 percent will be applied to Kentucky Correctional Industries or 15 percent to Kentucky Industries for the Blind and qualified nonprofit agencies serving individuals with severe disabilities. All bidders must submit notarized affidavits attesting to campaign finance law compliance and, if claiming resident bidder status, must demonstrate authorization to transact business in Kentucky, filing of Kentucky corporate income taxes for one year prior to bid advertisement, payment to the Kentucky unemployment insurance fund, and maintenance of workers' compensation coverage. Successful bidders must maintain Contractor's General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile/truck liability insurance of $1,000,000 combined single limit. Vendors proposing alternate brands or specifications must submit descriptive literature demonstrating product equality, and all pricing must exclude federal excise tax and Kentucky sales or use tax. The Commonwealth reserves the right to cancel this RFB if responses exceed available funding, and no specific budget range or award value has been disclosed in the solicitation materials.
