About this opportunity

The County of San Mateo Technology Services Department is requesting proposals for domain transition and implementation services to migrate all County systems from smcgov.org to a .gov domain in compliance with California Assembly Bill 1637, with proposals due November 4, 2026 at 1:00 p.m. PDT. A pre-proposal administrative meeting is scheduled for October 7, 2026, and questions are due October 14, 2026. The statutory compliance deadline is January 1, 2029.

San Mateo County offers preferential scoring (10 points) for local businesses, non-profits, small businesses, and micro businesses as defined by County Ordinance Code Chapter 2.89 — a preference rather than a set-aside.

The scope encompasses migration of all County website domains and subdomains, email systems, DNS infrastructure, TSD-owned and managed enterprise applications connected to Okta and Active Directory for authentication, and departmental applications countywide impacted by the transition. The current environment includes over 100 public domain names, six Active Directory forests with 14 domains, approximately 300 third-party applications using Okta-based federation, and multiple SaaS-based cloud applications. Proposers must provide all labor, materials, project management, and technical expertise, with a 120-day post-transition support period required. Subcontractors are not permitted.

The contract term is three years with no renewal options. Minimum qualifications include three years of experience implementing similar solutions and three successful implementations for government agencies within the past five years. Proposers must maintain cyber liability insurance of $5 million per occurrence for privacy and network security and $1 million for technology errors and omissions during the contract term and for three years thereafter, and must be registered in good standing on sam.gov.

Evaluation criteria are method and approach (45%), experience and organizational capacity (30%), and price (25%). Demonstrations and interviews are tentatively scheduled for the week of December 7, 2026. The County anticipates one award with contract value to be determined. Performance commences after execution of the formal agreement.
