About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Police Department and Department of Innovation and Technology, is soliciting proposals for the provision, deployment, and support of mobile CCTV trailer systems designed for rapid deployment to enhance public safety, special events, traffic control, and targeted enforcement. Respondents must demonstrate a minimum of three years of experience providing similar services and must submit proposals addressing seven required components: letter of transmittal, respondent questionnaire, proposal introduction and solution approach, pricing, forms and affidavits, acceptance of the City's standard IT contract, and a technical requirements matrix. The mobile CCTV trailers must meet 23 specific technical requirements, including DOT-compliance with Vehicle Identification Numbers, stabilizers or outriggers, lockable hardened enclosures, minimum 1080p resolution cameras with day/night and infrared capabilities, integrated LED scene lighting, battery-based power systems with solar charging, and cellular LTE/5G connectivity with encrypted data transmission, along with connectivity to the City's Gentec VMS system and role-based access control capabilities. The resulting contract will be a three-year IT agreement with potential renewal options, effective only after approval by Detroit City Council and the Chief Procurement Officer, with compensation structured as a maximum fixed price including unlimited data storage, software/licensing subscriptions, cloud infrastructure services, data migration, maintenance and support, hardware, and training. Proposals are evaluated on five criteria: vendor experience and capability (35 points), project approach and work plan (30 points), ongoing maintenance and support (15 points), reference responses (10 points), and pricing (10 points). The questions deadline is March 24, 2026, at 2:00 PM EST, and proposals are due Monday, April 13, 2026, at 3:00 PM EST through the EUNA Bonfire Supplier Portal, with all submissions required to include a Certificate of Insurance demonstrating general liability of $2,000,000 per occurrence and errors and omissions cyber liability of $1,000,000 per claim with $5,000,000 aggregate coverage, along with proof of ISO 27001 certification or SOC 2 Type 2 Report compliance.
Detroit Equalization Credits of up to 10 additional points are available for Detroit-headquartered (5%), Detroit-resident-owned (5%), Detroit-based (2%), Detroit-based small businesses (1%), and Detroit-based micro businesses (2%), with subcontractor credits calculated as a percentage of work performed, provided vendors submit valid Business Certificates at the time of bid submission. The City of Detroit requires all successful respondents to submit notarized Consolidated Affidavits addressing hiring policy compliance, slavery era records and insurance disclosures, prison industry and immigration detention system records disclosure, covenant of equal opportunity compliance covering the life of the contract, and statements of political contributions and expenditures from the previous four years; additionally, respondents must provide three years of financial statements, a sample employment application, City of Detroit Treasury Clearance documentation (required prior to City Council approval with a minimum ten-day processing time), and System of Awards Management (SAM) registration proof for federally funded projects. The City anticipates awarding one or multiple contracts and reserves the right to request oral presentations, conduct site visits, and request demonstrations of respondents' operations, with payment made in accordance with the City of Detroit Prompt Payment Ordinance following invoice submission through the City's Oracle Vendor Portal. No incumbent vendors or existing contractors are identified in the available documentation, and no specific budget range or award value is disclosed in the solicitation materials.
