About this opportunity

The State of Rhode Island's Department of Information Technology (DOIT) is conducting a Request for Information (RFI) for a Disaster Recovery Modernization project, seeking qualified vendors to implement a comprehensive, managed disaster recovery solution. The procurement aims to enhance operational efficiency for approximately 16 distinct state entities serving around 10,000 users, with a primary objective of developing the most robust and reliable disaster recovery system for core state systems. Vendors are required to propose innovative approaches and best-of-breed technologies that align with the state's existing technological infrastructure. The RFI was released on June 9, 2025, with responses due by July 8, 2025, and includes a vendor Q&A period from June 9 to June 23, 2025. All submissions must be electronically submitted through the Ocean State Procures platform, following specific formatting guidelines including single-spaced, 12-point Times New Roman font documents. Vendors must register in the Ocean State Procures system and are expected to provide detailed methodologies for achieving disaster recovery objectives in a cost-effective manner.

The RFI does not explicitly indicate specific set-aside designations or restrictions on responding organizations. Vendors must be prepared to integrate with existing state infrastructure and demonstrate capabilities for comprehensive disaster recovery solutions. The solicitation emphasizes that this is an information-gathering exercise, and no direct contract will be awarded from this RFI. While specific budget ranges are not disclosed, the state is seeking cost-effective solutions that can support multiple state agencies and a large user base. Potential respondents should be prepared to showcase their technological capabilities, understanding of state government IT environments, and ability to provide scalable, reliable disaster recovery services. The procurement process suggests the state is exploring potential future competitive bidding for a comprehensive disaster recovery modernization project, with this RFI serving as a preliminary market research and vendor qualification assessment.

Opportunity text

The State is considering issuance of a Request for Proposals ("RFP") from qualified vendors to implement a modernized and managed Disaster Recovery solution to make our operations more efficient, and to more readily achieve our goal of having the most robust and reliable DR for all CORE systems that ETSS manages for our customer agencies (~16 distinct entities and ~10k users). This RFI is intended to provide us with options to achieve these goals in a cost-effective manner, while also implementing best of breed technologies and methodologies given the existing footprint we have today.
