About this opportunity
The Colorado Department of Corrections is soliciting documented quotes under DQ 2027000162 for cameras, licenses, accessories, and components to upgrade the security camera system at Colorado State Penitentiary in Canon City, with written inquiries due November 5, 2026 and quotes due November 9, 2026 at 2:00 PM Mountain Standard Time. No set-aside is established. Service-Disabled Veteran Owned Small Business bidders are encouraged to submit certification documentation, but the solicitation carries no preference.
The requirement covers Avigilon multisensor, fisheye, box, dome, and PTZ cameras in indoor and outdoor configurations, along with lenses, mounts, clear dome covers, and 70 Unity8-ENT software licenses. Bidders may propose products of equal specification and quality, subject to CDOC approval for compatibility. Other DOC facilities may request additional camera equipment during the award period. CDOC staff perform installation. Delivery is to Colorado State Penitentiary at 57500 East Highway 50 and Evans Road, Canon City, Colorado. Suppliers must give at least three calendar days' written notice if they cannot meet a delivery schedule, and three missed deliveries may result in disqualification from future solicitations for up to three years or indefinitely.
The purchase order runs through June 30, 2027 and may be renewed for up to four additional one-year periods, not to exceed five years, contingent on appropriated funds. Pricing must be itemized and all-inclusive, covering shipping and other charges, and remains firm during the initial term. CDOC may agree to annual increases not exceeding 2.5% per fiscal year. Award goes to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price as the primary consideration and sample quality and lead time as additional factors.
Bidders must return Exhibits A through G, including a Statement of Work response, Exhibit B vendor information, Exhibit D price quote, Exhibit E disclosure of services performed outside the United States or Colorado, and Exhibit F non-conflict certification. Before purchase order execution, the awarded bidder must provide proof of Colorado Secretary of State good standing and an insurance certificate. Contractor personnel must complete CDOC Enhanced Criminal Background Investigation requirements within 30 days of award notification. Intent to award is estimated for November 12, 2026, and purchase order execution is anticipated on or after November 17, 2026.
