This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) for a Documented Quote solicitation (DQ 2027000162) to acquire cameras, licenses, accessories, and components for modernizing and upgrading the Security Camera System at Colorado State Penitentiary (CSP) located in Canon City, Colorado. The solicitation invites qualified suppliers to submit itemized bids for equipment specified in Exhibit D - Price Quote, with the understanding that additional camera equipment and components not listed may be requested by any DOC facility location during the award period. Delivery is required to CSP at 57500 East Highway 50 & Evans Road, Canon City, CO 81212, with suppliers required to provide a minimum of three calendar days' written notice if unable to meet delivery schedules. Failure to deliver on three separate occasions within agreed-upon timeframes may result in vendor disqualification from future solicitations for up to three years or indefinitely. The solicitation permits bidders to submit products of equal specifications and quality to those listed, subject to CDOC approval for compatibility.

Pricing must be submitted as itemized quotes with all costs considered all-inclusive, incorporating shipping and any other charges; no additional fees will be paid by CDOC. All pricing shall remain firm during the Purchase Order term, though CDOC reserves the right to consider annual price increases not exceeding 2.5% per fiscal year if mutually agreed upon. Invoices must be submitted via email to the Accounts Payable Office by the 15th of each month. CDOC staff are responsible for equipment installation and will notify the awarded bidder of any functionality issues for return and replacement. Bidders must complete and return Exhibits A through G with their proposals, disclose any services performed outside Colorado or the United States, confirm Colorado Secretary of State registration or commit to obtaining it before contract execution, and affirm compliance with accessibility requirements and Purchase Order Terms and Conditions. The solicitation includes inquiries regarding bidder history, including any contract defaults or terminations, litigation against the State of Colorado, tax payment status, and use of subcontractors.
