About this opportunity
The Commonwealth of Kentucky, Department of Criminal Justice Training (DOCJT), issued Request for Bids (RFB) 758 1900000344 for tree trimming and related services at four facilities located in Richmond, Kentucky, including the Funderburk Building, Stone Building, Sayre Building, and Boonesboro Firing Range. The procurement seeks qualified vendors to perform structural uplimbing, pruning, and selective tree removal to raise canopies and preserve tree health, with all brush and debris to be chipped and removed from the sites. Line Item 1 at the Funderburk Building includes removal of two trees in addition to standard trimming work, while Line Item 4 at the Boonesboro Firing Range requires specific cutting parameters with limbs cut back 4-5 feet from drive lanes and 12 feet in height to prevent vehicle contact. Vendors must submit sealed lump sum bids for each of the four line items by December 20, 2018, at 1:30 PM ET to the Finance Office of Procurement Services at the Capitol Annex in Frankfort, Kentucky; online bidding is prohibited. Written questions must be submitted by December 3, 2018, at 4:30 PM ET, and site visits may be scheduled with Garl Lovings, Facility Manager, at (859) 622-2394 during business hours Monday through Friday, 8:00 AM to 4:30 PM ET. Award shall be determined using a best value ranking approach based on 90 points for price and 10 points for earliest completion time, with all pricing submitted on an F.O.B. Destination, Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes.
Vendors responding to this solicitation must satisfy specific compliance and qualification requirements. Resident bidders must submit a Required Annual Affidavit certifying compliance with Kentucky campaign finance laws and tax obligations, while nonresident bidders must provide a certificate of authority from the Kentucky Secretary of State. Qualified bidders, including Kentucky Correctional Industries and Kentucky Industries for the Blind, are eligible for preference points equal to 20 percent and 15 percent respectively of the maximum points awarded. The contractor must maintain comprehensive insurance coverage including commercial general liability of $1,000,000 combined single limit per occurrence, automobile liability of $500,000 combined single limit per accident, and workers' compensation with employers liability limits of $1,000,000 per accident, with the Department of Criminal Justice Training Center named as an additional insured. The solicitation requires that bidders respond to all four line items as a single group; failure to do so will render bids non-responsive. No incumbent vendors, budget range, or award value was specified in the solicitation documents.
