The lease term is November 1, 2026 through January 16, 2027 (2.5 months).
Eligible offerors must be record owners or tenants whose leases permit subleasing. The landlord must maintain commercial general liability insurance of not less than $1 million and fire and extended coverage insurance at full replacement cost, naming the state as additional insured. Prior to commencement, the State Fire Marshal or designee must inspect for fire safety code compliance.
Proposals are evaluated on technical qualifications, cost, and ISBE participation, with the lowest-cost proposal receiving 100 percent of available cost points. The state applies a 0.33 percent contract administrative fee withheld from invoices. Technical proposals must include verified floor plans to scale, detailed project timeline with milestones, location map, building exterior photograph, and three current tenant references. Questions are due August 14, 2026 at 1:30 p.m. EDT. Proposals are irrevocable for 180 days from submission. No contract value is specified in the solicitation.
