About this opportunity
The Minnesota Department of Natural Resources is issuing a Request for Bids (RFB) for the Itasca State Park Re-Keying Project, a construction and maintenance procurement located in Hubbard and Clearwater Counties. The project seeks comprehensive labor, equipment, materials, tools, transportation, and incidentals necessary to replace existing door cylinders, locks, and hardware across all buildings at Itasca State Park to update the keying system. The scope encompasses 29 buildings including the Forest Inn, Douglas Lodge, visitor centers, administrative buildings, cabins, campground structures, and maintenance facilities, with requirements ranging from 1 to 30 cylinders per building, 0 to 16 levers, and 0 to 12 deadbolts. Vendors must submit unit pricing for cylinders, levers, deadbolts, and labor hours on a per-item basis, with all pricing to include labor, materials, tools, transportation, equipment, sales tax, use tax, and all other necessary expenses for project completion. All responses must be submitted electronically through the Swift Portal with no email or faxed submissions accepted by the extended due date of May 27, 2026, with a project completion deadline of August 31, 2026. The solicitation has been amended to Version 2 with revised specifications and Addendum 1, and vendors must respond to this latest version to avoid bid rejection. Award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous.
The solicitation requires submission of a First-Tier Subcontractors List identifying all subcontractors and suppliers with their locations, task descriptions, dollar amounts, and certifications as Targeted Group Businesses, Economically Disadvantaged Businesses, or Veteran-Owned Businesses. Prime contractors must certify that all first-tier subcontractors meet the minimum criteria to be a responsible contractor as defined in Minnesota Statutes 16C.285 and must provide signed verification of compliance from subcontractors upon request. A Solicitation Bond set at 5 percent of the bid amount must accompany all responses, with proper notarization and corporate documentation as applicable. Contractors requiring assistance with Swift Portal registration or response completion may contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. No specific budget range or award value has been disclosed in the available solicitation documents, with the final contract award dependent on the lowest responsible bid meeting all specifications and conditions. Direct Pay Permit 1114 does not apply to this project, and responses that do not comply with solicitation requirements will be considered nonresponsive and rejected.
