About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for lodging accommodations to support a Fish and Wildlife Elk Capture event scheduled for March 2-10, 2025, located within 30 miles of Thief River Falls, Minnesota. The procurement requires 160 total room nights, with varying daily room requirements (20 rooms from March 2-4, and 15 rooms from March 5-10), for single or double occupancy accommodations. Vendors must submit electronic responses through the SWIFT portal by February 24, 2025, at 4:00 PM CT, with all questions due by February 17, 2025. The contract term runs from February 24, 2025, to June 30, 2025, with the DNR reserving the right to inspect facilities prior to award and potentially reject accommodations for issues such as unsanitary conditions, odors, or damaged furniture. Rooms must include standard amenities like television, phone, and free WiFi, with all rooms designated as non-smoking. Evaluation criteria include compliance with specifications, lodging quality, pricing, and ability to meet the specific logistical requirements of the elk capture research project.
The solicitation offers preference points for targeted group businesses, with up to 12% allocated for economically disadvantaged, veteran-owned, and minority-owned businesses, and an additional 6% for eligible DEED/DHS providers. Vendors must complete full supplier registration in the SWIFT system, with bidder registration allowing immediate access and full supplier registration typically requiring two days for review. The DNR will issue only one purchase order per vendor, with payment made after all services are received and approved, using Net 30 payment terms. While no specific budget range is explicitly stated, the procurement covers approximately 160 room nights with varying daily room requirements. Notably, the state has implemented restrictions on certain product substances, including prohibitions on items containing triclosan, coal tar, polybrominated diphenyl ether, and PFAS chemicals effective January 1, 2025. Vendors must be prepared to provide detailed pricing, including room charges, taxes, parking availability, and cancellation policies, with all fees specified in U.S. currency.
