About this opportunity
The Minnesota Department of Natural Resources (DNR) issued Request for Bid 2026-818 for prescribed rotational goat grazing services across three state parks located in Winona, Goodhue, and Mower Counties. Bidders may respond to one, some, or all three bid groups: Bid Group 1 at Whitewater State Park (51 acres), Bid Group 2 at Frontenac State Park (54 acres), and Bid Group 3 at Lake Louise State Park (43 acres). The primary objective is to reduce woody shrub density in oak woodland and bluff prairie communities through targeted removal of vegetation including buckthorn, prickly ash, honeysuckle, sumac, dogwood, and ninebark. Contractors must provide all labor, equipment, materials, tools, transportation, and incidentals necessary for execution, including mobilization of meat goats (Boer, Boer-cross, Spanish, Savanna, or Kiko breeds), installation and maintenance of electric fencing systems with estimated perimeters of 4,900 to 5,300 feet per paddock, chemical de-worming a minimum of two weeks prior to arrival, weekly or bi-weekly site monitoring, rotational grazing management, and detailed reporting to the Project Supervisor. Herd sizes are specified as 50 goats for Whitewater and Lake Louise, and 60 goats for Frontenac, with maximum grazing periods of 101 days for Whitewater and 123 days each for Frontenac and Lake Louise. The contract term runs from July 1, 2026, through October 31, 2026. Electronic responses must be submitted through the SWIFT Supplier Portal by April 17, 2026, at 2:00 PM; questions must be submitted by April 13, 2026, at 2:00 PM. Site visits are encouraged and should be arranged with Project Supervisor Shawn Fritcher at (507) 312-2310. Required submissions include a completed Price Schedule in Excel or PDF format with unit pricing for mobilization, paddock fees, and daily grazing rates; an Animal Welfare Certification attesting that no company personnel have been convicted of or charged with animal cruelty or welfare violations; and a completed Goat Herd Detail Form specifying breed, quantity, and approximate ages of animals.
Targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses certified by the State receive a 12% preference on available points, while eligible DEED/DHS providers receive a 6% preference. Contractors must carry Commercial General Liability insurance of $1,500,000 per occurrence, Commercial Automobile Liability insurance of $1,500,000 combined single limit, and Workers' Compensation insurance at statutory limits, with proof of insurance required upon award. The Animal Welfare Certification imposes strict compliance requirements, mandating written notice within five business days if any animal cruelty or welfare charges are brought against company personnel during the contract term, with false statements potentially constituting grounds for immediate agreement termination. Minnesota Resident Vendor status may be considered for tied bids. Unit pricing must include all labor, materials, tools, transportation, and incidental costs, including applicable sales and use taxes. The State reserves the right to award contracts to a single or multiple responders, award items separately, by grouping, or by total as deemed most advantageous, and may reject any or all bids. Payment will be made within 30 days of receipt of undisputed invoices for satisfactorily performed services. No incumbent vendor or existing budget range information is specified in the solicitation documents.
