About this file

This is an Animal Welfare Certification document required by the Minnesota Department of Natural Resources for Solicitation #2026-818, which seeks bids for goat grazing services at three state parks. The project involves prescribed rotational goat grazing across three geographically dispersed locations: Whitewater State Park in Winona County (51 acres), Frontenac State Park in Goodhue County (54 acres), and Lake Louise State Park in Mower County (43 acres). The primary objective is to reduce woody shrub density in oak woodland and bluff prairie communities, with targeted vegetation including buckthorn, prickly ash, honeysuckle, sumac, ninebark, and dogwood. Bidders may submit proposals for one, some, or all three bid groups, and all responses must be submitted electronically through the Swift Portal. The solicitation requires unit pricing that includes all labor, materials, tools, and transportation costs, and vendors are responsible for reviewing all attachments and complying with all event requirements.

The Animal Welfare Certification mandates that no owner, operator, officer, manager, or employee of the bidding company has been convicted of or is currently charged with any animal cruelty, neglect, abuse, or related animal welfare violations under Minnesota Statutes or comparable laws in any other jurisdiction. Bidders must provide written notice within five business days if any such charges are brought against company personnel during the contract term. The certification explicitly states that false statements may constitute grounds for immediate agreement termination and is declared under penalty of perjury under Minnesota law, underscoring the state's commitment to ensuring animal welfare compliance in this grazing operation.
