About this file
This is a Herd Detail Form for Solicitation #2026-818, issued by the Minnesota Department of Natural Resources (DNR), for prescribed rotational goat grazing services at three state parks located in Winona, Goodhue, and Mower Counties. The project encompasses three separate bid groups: Bid Group 1 covers 51 acres at Whitewater State Park in Winona County; Bid Group 2 covers 54 acres at Frontenac State Park in Goodhue County; and Bid Group 3 covers 43 acres at Lake Louise State Park in Mower County. Bidders may submit bids for one, some, or all bid groups. The primary objective across all three locations is to reduce the density of woody shrubs in oak woodland and bluff prairie communities through goat grazing, targeting vegetation including buckthorn, prickly ash, honeysuckle, sumac, dogwood, and ninebark. Contractors must provide labor, equipment, materials, tools, transportation, and incidentals necessary for the grazing operations.
The Herd Detail Form requires each bidder to submit one completed form for each bid group and specify the type and breed of goats to be used, with acceptable breeds including Boer, Boer-cross, Spanish, Savanna, and Kiko goats, along with the quantity and approximate ages of all animals. Bidders must provide specifications consistent with Exhibit E: Project Specifications, and any changes to the proposed herd require submission of an updated form to the Project Supervisor. All responses must be submitted electronically through the Swift Portal, with no email or faxed submissions accepted. Unit pricing must include all labor, materials, tools, transportation, and incidental costs. Bidders are responsible for reviewing all attachments and complying with all event requirements, and the DNR will determine whether vendors meet specifications. Questions should be directed to the designated buyer for the event.
