About this opportunity

The City of Portland, Oregon is soliciting proposals for DNA testing and analysis services to support the Portland Police Bureau Detectives Division under RFP 00002658, with proposals due December 19, 2025 at 4:00 p.m. Pacific Time. An optional pre-bid meeting was held via Microsoft Teams on December 5, 2025. As of February 18, 2026, DNA Labs International (Deerfield Beach, Florida) has been identified as the highest-scoring proposer and is entering contract negotiations; the City reserves the right to negotiate with the second-highest scoring proposer (Bode Pure Gold) should negotiations fail. A seven-calendar-day protest period is open from February 18, 2026.

The scope encompasses DNA extraction, STR analysis, Y-STR testing, SNP profiling, forensic genetic genealogy to identify suspects and potentially involved persons, reference testing, and rush-processing services. Pricing must be structured with line-item costs per evidence item (including fired cartridge cases and rootless hairs) and hourly or flat rates for expert witness testimony, discovery materials, and expedited work. Vendors must hold accreditation from FBI Quality Assurance Standards, AABB, ANAB, ASCLD/LAB-International, or CAP, and must be CODIS-eligible. Personnel conducting forensic genetic genealogy and investigative genetic genealogy analysis must hold ANSI/ANAB accreditation to ISO/IEC 17025:2017 and demonstrate prior courtroom experience as expert witnesses on SNP testing and forensic genetic genealogy. Vendors must possess a minimum of two years of comparable forensic DNA analysis experience. A mandatory 20% minimum scoring allocation for Corporate Responsibility cannot be removed, though subcontracting is permitted.

Evaluation occurred in two phases. Four proposals were received and scored by committee; Phase 2 required shortlisted proposers to submit exceptions and deviations to the sample contract. The City was unable to provide estimates of anticipated annual case volume. Questions were due December 9, 2025. Submissions are through the City's Online Procurement Center (BuySpeed) at procure.portlandoregon.gov and are limited to 25 pages, exclusive of the Response to City's Specifications, Functional & Technical Requirements section.
