ADDENDUM NO. 1

RFP No. 00002658

FOR

DNA Testing and Analysis Services

Proposals Due: December 16, 2025

By: 4:00 pm

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum shall respond to inquiries received and modify the language in the RFP Proposal Response Packet (question #6 on page 12).

1. Section 6 of the Proposal Response Packet states that any private laboratory serving as a subrecipient of a SAKI grant must agree to forgo all profit associated with the grant funding. We respectfully request removal of this provision. In this procurement, a private laboratory would not be a subrecipient; rather, it would be selected by the grantee through a post-award RFP process and therefore classified as a subcontractor, not a subrecipient.

Answer:

The following language is added to/deleted from the solicitation. New language is in bold AND underline and deleted language is in strikethrough:

6. Describe the Accreditation/Testing Requirements that your firm has from the following list:

• FBI Quality Assurance Standards: The lab must be accredited and undergo external audits every two years to demonstrate compliance with the DNA Quality Assurance Standards established by the FBI Director.

• Accreditation: Private labs must maintain proper accreditation, which can include both state and federal requirements.

• Expedited testing: The lab must have the capacity to test SAKs and evidence in an expedited manner to help the grantee agency meet SAKI program goals.

• Forgoing profit: All private labs acting as subrecipients of a SAKI grant must agree to forgo any profit or management fee related to the grant funding.

• CODIS eligibility: The lab must have the capability to develop DNA profiles that are eligible for inclusion in the Combined DNA Index System (CODIS).

• Reporting protocol: The lab must follow a defined communication protocol for reporting testing results and uploading eligible DNA profiles to CODIS.

Private DNA labs seek accreditation from bodies like the ANSI National Accreditation Board (ANAB) (which also handles FBI Quality Assurance Standards for CODIS) and the American Association of Blood Banks (AABB) for legal relationship testing, or ASCLD/LAB-International for forensic work to ensure accuracy, quality, and legal admissibility of results. AABB accreditation is the gold standard for relationship testing, making results accepted by courts, immigration services, and government agencies.

Key Accrediting Bodies

• AABB (American Association of Blood Banks):

The most important accreditation for relationship testing, guaranteeing the highest standards for accuracy, consistency, and chain-of-custody for paternity, family, and legal DNA tests.

• ANAB (ANSI National Accreditation Board):

Provides accreditation for forensic DNA laboratories under the ISO 17025 standard, ensuring technical competence. ANAB also issues FBI-QAS accreditation to labs that meet the FBI's Quality Assurance Standards for DNA analysis and are eligible to upload results to the CODIS database.

• ASCLD/LAB-International:

A rigorous program for forensic DNA laboratories, recognized for its high standards and thorough inspections.

• College of American Pathologists (CAP):

A recognized accreditation program for labs, considered by the federal government to be stringent.

Why Accreditation Matters

• Reliability:

Accreditation signifies that a lab meets stringent technical and administrative quality standards, ensuring accurate and reliable results.

• Legal Admissibility:

Results from AABB-accredited labs are accepted by U.S. courts and immigration agencies, making them valid for legal purposes.

• Consumer Confidence:

Accreditation builds trust with clients and stakeholders, demonstrating the lab's commitment to quality.

• CODIS Eligibility:

FBI-QAS accredited labs can have their results entered into CODIS, a national DNA database used in criminal justice investigations.

The federal “forgoing profit” requirement applies only to subrecipients of SAKI grant funds.

The awarded laboratory for this RFP will be treated as a contractor, not a subrecipient; therefore, this provision does not apply.

2. Must the vendor be able to provide services for all items listed in the solicitation or may we omit the line item we do not cover (i.e., rootless hair)?

Answer:

We are asking that the vendor be able to provide all the services listed in the solicitation.

Please direct all questions and concerns to Paris McCall-Johnson, Procurement Specialist at paris.mccall-johnson@portlandoregon.gov.
