About this opportunity
The State of Florida's Department of Management Services (DMS) is issuing a Request for Proposals (RFP) for Advisory Services related to business transactions and policy initiatives, with an expected focus on technology contracts, foreign relations, and other areas outlined in the Scope of Work. DMS anticipates an increased need for advice and guidance from subject matter experts and is seeking to establish one or more contracts to provide these advisory services. The selected Contractor(s) will be responsible for providing strategic and economic analyses, regulatory and economic impact assessments, and other advisory services as needed. The RFP outlines detailed evaluation criteria, including the Respondent's project team experience and qualifications, as well as their proposed approach to delivering the required services. The total available points are 70 for the Technical Proposal and 30 for the Cost Proposal. Proposals must be submitted by 2:00 PM on May 3, 2023, with a public opening at 3:00 PM the same day in Tallahassee, Florida.
The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. There is no incumbent vendor, and DMS is seeking to establish one or more new contracts through this solicitation process. The anticipated annual spend for the contract is $350,000 per year, although there is no minimum guaranteed spend. If multiple contracts are awarded, DMS may, but is not required to, issue a Request for Quote for services. The contract term will have an initial period with the possibility of renewals, as outlined in the Draft Contract.
