About this opportunity

The Illinois Department of Mental Health is requesting bids for construction of a new glazed-block entry wall and installation of heavy-duty industrial saloon doors at Elgin Mental Health Center in Elgin, Illinois, under a small purchase with bids due September 18, 2026. Mandatory pre-bid conference attendance on September 15, 2026 at 10:00 AM is required; bids from non-attending vendors will be considered non-responsive. Illinois prevailing wage compliance and a 90% Illinois laborers requirement (where unemployment exceeds 5%) apply.

The scope requires construction of a wall measuring 10 feet high by 9 feet wide, installation of dual-swing heavy-duty industrial saloon-style doors with XLPE material construction, food-grade finishes, industrial bumpers, heavy-duty VCam hardware, and clear polycarbonate windows; relocation of an existing fire alarm strobe light to the new wall; installation of an illuminated exit sign; ceiling modifications; reinforced door framing and baseboards using bridging methodology; and comprehensive site cleanup. Vendors must provide itemized quotes detailing labor, materials, and full specifications. The project must be completed by June 30, 2027.

Subcontracting is permitted only for specialized functions that cannot reasonably be performed in-house, with the vendor retaining full accountability. Small business set-aside recipients may subcontract no more than 49 percent of contract value to businesses not meeting small business criteria. Vendors must comply with prevailing wage rates published by the Illinois Department of Labor, maintain an Illinois primary office for construction employees, carry hazardous occupation insurance with the State named as additionally insured, submit a U.S. Department of Labor Apprenticeship and Training Certificate, and provide either a written Equal Employment Opportunities policy or an acceptable workforce projection by trade category. Commercial general liability insurance of $1 million per occurrence with $2 million annual aggregate and auto liability insurance of $1 million per occurrence are required. The State retains three-day termination-for-convenience rights. Work product becomes work-for-hire with exclusive State ownership.
