About this file

This is a Question and Answer document from a Mandatory Pre-Bid Conference held on September 15, 2026, at 10:00 AM for Elgin Mental Health Center's FY27 Small Purchase contract involving construction of a new entry wall and installation of heavy-duty industrial saloon doors in Illinois. The document addresses three key vendor inquiries regarding project specifications and execution. Regarding door specifications, vendors must comply with all specifications outlined in the scope of services rather than proposing specific branded products. For the emergency strobe light located between the two doors, the project requires relocation of the existing strobe light to the new wall rather than installation of an additional unit, with the vendor responsible for ensuring proper reconnection to the alarm panel. The new wall and door reinforcement will be constructed using bridging methodology as the structural solution.

No additional information regarding pricing terms, set-asides, funding sources, contract duration, or other financial considerations is provided in this questions and answers document.

Question and Answer at the Mandatory Pre-Bid Conference scheduled for 09/15/2026 at 10:00 AM

Questions and Answers:

1. Is there any specific brand for the door?

Answer: No specific brand, but all the specifications we need for the door is included in the scope of services and your proposal should matched the specifications.

2. Can we just add a new emergency strobe light instead of relocating the existing one that will be in between the 2 doors?

Answer: We will have to ask Elgin MHC’s Safety Officer and Chief Engineer if they will approve of that.

Conclusion: Elgin MHC would still want to relocate the existing Emergency strobe light to the new wall, and the Vendor must make sure it is connected back to the panel so when the alarms go off, so will the strobe head. So, the answer to the question is a “No”.

3. How are we reinforcing the new wall and door?

Answer: The reinforcement for the new wall and door will be done using bridging.
