About this opportunity
Palm Beach County Department of Airports is soliciting sealed bids for the DJT Airfield Vault Building Expansion at President Donald J. Trump International Airport (Project PB 26-12), with bids due October 13, 2026 at 2:00 PM local time. No Disadvantaged Business Enterprise goal has been established under the USDOT Interim Final Rule effective October 3, 2025, though the County encourages participation by all qualifying firms and Small Business Concerns.
The scope encompasses approximately 2,500 square feet of airfield electrical vault expansion, including interior renovation of approximately 980 square feet of existing space, roof replacement, modifications to existing HVAC and Fire Protection systems, relocation of existing regulators and control systems, fiber optic cable, power and communication wiring, and replacement of the standby emergency power generator as an additive alternate bid item. Interior and exterior signage complying with ADA and ANSI A117.1-1992 standards is required per Addendum No. 3. The contract is structured as a unit price contract with a base bid of 53 line items and one additive alternate of 14 items; the base bid includes two pre-priced items totaling $335,000 (Miscellaneous Investigation and Repairs at $95,000 and Modify Existing Airfield Lighting Control and Monitoring System at $240,000). All remaining line items and all additive alternate items are left blank for contractor pricing.
Contract duration spans 290 calendar days across three phases: Mobilization/Procurement (140 days), Construction to Substantial Completion (120 days), and Final Acceptance (30 days), with liquidated damages of $500 per calendar day for delays in each phase. The prime contractor must perform a minimum of 25 percent of work with its own direct hire forces. All bidders must be Florida-licensed at bid submission and comply with Davis-Bacon wage requirements under General Decision FL20260220 (effective May 18, 2026), the Federal Fair Labor Standards Act, Copeland Anti-kickback Act, Contract Work Hours and Safety Standards Act, Title VI Civil Rights Act, Build America Buy America Act, and 2 CFR Parts 200 and 1201. Bid security of 5 percent of bid price is required. All contractor personnel requiring airfield access must obtain identification badges at contractor expense. Bidders' questions were due October 7, 2026. Contract documents are available through the Palm Beach County Vendor Self-Service Website; secure drawings are available from AECOM (engineer of record) upon completion of a Non-Disclosure Agreement. Four addenda have been issued as of October 9, 2026, with Addendum No. 2 removing Section 23 34 00 (Fans) and revising three contract drawing sheets, Addendum No. 3 adding interior and exterior signage specification Section 10 40 00, and Addendum No. 4 clarifying document control and vendor registration procedures.
