PB 26-12 DJT Airfield Vault Building Expansion – Addendum No. 1
This is an addendum issued by the Palm Beach County Department of Airports, a Florida municipal agency, for Project PB 26-12, the DJT Airfield Vault Building Expansion. The project involves expanding the existing Airfield Lighting Vault Building by approximately 1,800 square feet and renovating approximately 980 square feet of existing interior space, including new electrical equipment, replacement of the main switchboard, HVAC system modifications, new fire alarm systems, grounding and lightning protection systems, and various architectural and structural improvements. The addendum, issued October 1, 2026, includes revised bid price forms, technical specifications, contract drawings, FAA wage determinations, and responses to 28 bidder questions submitted prior to the September 29, 2026 question deadline. A pre-bid conference was held September 23, 2026, at the Palm Beach County Department of Airports with 29 attendees representing contractors, consultants, and agency staff. Sealed bids are due October 6, 2026, at 2:00 PM local time at the Department of Airports office, with bid opening immediately thereafter. The total contract duration is 290 calendar days, divided into three phases: Mobilization/Procurement (140 days), Construction to Substantial Completion (120 days), and Final Acceptance (30 days), with liquidated damages of $500 per calendar day for delays in each phase.
The project is structured as a unit price contract with a base bid and one additive alternate for emergency generator replacement. Key bid requirements include a 5 percent bid bond, a requirement that the prime contractor perform a minimum of 25 percent of the work with its own direct hire forces, and compliance with Davis-Bacon wage requirements under General Decision FL20260220 (effective May 18, 2026). No DBE goal has been established for this solicitation, though bidders must submit Schedule 6 (Bidder's List) with their proposals. All contractor personnel requiring access to the airfield must obtain identification badges from the Department of Airports at the contractor's expense. The project is subject to FAA regulations, requiring prior approval for crane operations and taxiway closures coordinated through the Department of Airports and Airside Operations. Bid documents are available for download from the Palm Beach County Vendor Self-Service website, with secure contract drawings available from AECOM (the engineer of record) upon completion of a Non-Disclosure Agreement. The project involves work within an active airport environment with specific safety, security, and operational requirements detailed in Specification Sections 01030, 01035, and 01036, and Appendix 2 (Construction Safety and Phasing Plan).

4. Bidders’ Questions:
4.1. Question: What is the engineer’s estimate for this
project?
Response: The Engineer’s Estimate will not be released at this time.
4.2. Question: Given that this project has a considerable
amount of electrical work, can the owner consider postponing either one of the bid dates to allow time to analyze them and provide a better pricing?
Response: The PB 26-12 bid due date will not be postponed.
4.3. Question: Since the Contractor submitting a bid must be
properly licensed at the time of bid submission, please clarify which license required to bid this project.
Response: The prime Contractor must be properly licensed in the state of Florida and able to act as a general Contractor.
4.4. Question: Section 26 00 00, §1.5.A.2 requires the
electrical contractor and designated superintendent to have completed two similar projects within the past six years.
Please clarify whether this superintendent experience requirement applies to the electrical subcontractor’s superintendent, the general contractor’s superintendent, or both.
Response: Section 26 00 00, §1.5.A.2 applies to the electrical Contractor and his designated superintendent only.
4.5. Question: Please confirm whether the 25% self-
performance by General Contractor requirement is a mandatory condition of bid responsiveness and contract award. Would a General Contractor proposing to subcontract all trade work remain eligible for award? If this approach is permitted, please clarify how Attachment No. 4 should be completed and issue an addendum revising the requirement accordingly.
Response: The Prime Contractor must perform a minimum of 25% of the work with its own direct hire forces, in accordance with Attachment No. 4 to the Bid Form, “Prime Contractor Work.
4.6. Question: Has the Owner or Engineer provided a project
cost estimate for the work being bid?
Response: The Engineer’s Estimate will not be released at this time.
4.7. Question: Please provide a plan holder’s list for this
project.
Response: The current plan holders list is included and attached to this Addendum No. 1.
4.8. Question: Please clarify if there will be a cost
associated with pulling the electrical permits for this project and much will it cost.
Response: Refer to Instructions to Bidders Section 12.1.
4.9. Question: Please clarify whether the 25% work
requirement referenced on this page requires the Prime Contractor to self-perform a minimum of 25% of the contract work, or if work performed by the Prime Contractor’s direct-hire forces (subcontractors) may be included in meeting the 25% requirement.
Response: Refer to the response to Question 4.5 above.
4.10. Question: Please clarify whether the Wage Determination Form provided on Page 908 is the only applicable wage determination for this project. Additionally, if a labor classification required for the project is not identified in the provided Wage Determination Form, please clarify the process for establishing the applicable wage rate and properly documenting the employee on the project’s certified payroll.
Response: The Wage Determination provided in the Appendix 1 FAA/USDOT Contract Clauses shall also include the wage determination number FL20260220 05/18/2026 attached to this Addendum No. 1.
4.11. Question: Per pgs. IB-15 of 20 & INV-2 of 4 there are no DBE, MBE, WBE, SBE or other wise requirements for this Project. Are Schedules 1; 2; 2.1; 3 & 6 to be returned with proposal and marked N/A or discarded?
Response: Per Instructions to Bidder 11.4.2, In the event no DBE Goal has been established for this solicitation. Bidder must submit Schedule 6 – Bidder’s List.
4.12. Question: The invitation to Bid and Special Provisions
§1.1 both state that the work includes “modifications to the existing… Fire Protection system,” and Attachment No. 3 requires designation of a Fire Protection System Subcontractor. However, the Project Manual contains no Division 21 specification section, and the drawing set contains no fire suppression sheets – only fire alarm (FA-001 through FA-004, Section 28 46 00) and fire protection specialties (Section 10 44 00). Please confirm that the fire protection scope of this contract is limited to the new fire alarm system and portable fire extinguishers, and that no fire sprinkler, standpipe, or clean-agent suppression work is required.
If suppression work is required, please issue the governing specification and drawings by addendum.
Response: The Fire Protection scope of work is limited to the new Fire Alarm System work shown in the Contract Documents.
4.13. Question: Sheet A-8 directs the General Contractor to
“investigate wall leaks this area, install new high performance coating system this area and new sealant at all wall penetrations,” with no defined limits, area, or quantity. Please confirm whether this work is to be carried under Bid Item 4, “Miscellaneous Investigation and Repairs” ($95,000.00 Allowance), or whether it is to be included in the lump sum price for item 21, “Exterior Painting” (09 00 03). If the latter, please define the extent of the affected area so that all bidders price it identically.
Response: This work shall be included under Bid Item 4, “Item 01 21 00-1, Miscellaneous Investigation and Repair” and paid in accordance with the contract documents.
4.14. Question: Section 01020, Asbestos, is included in the
General Requirements, and the work includes complete replacement of the existing roof and substantial interior renovation of a building of unstated age.
Appendix 5 documents roof test cuts but does not address hazardous materials. Please advise whether an asbestos and hazardous materials survey of the existing vault buildings has been performed and, if so, please issue the report by addendum. If no survey exists, please confirm whether abatement is to be carried under the $95,000 Allowance (Item 4), under a separate allowance to be added by addendum, or whether abatement is excluded from this contract and will be performed by the Owner under separate contract.
Response: “A hazardous material survey of the airfield vault at DJT will be conducted prior to the start of construction. The abatement is excluded from this contract and will be performed by the Owner under a separate contract. The lowest responsible responsive bidder may need to provide access to abatement contractor if any hazardous materials are determined.”
4.15. Question: Section 23 09 00 contains three inconsistent
statements as to the existing control system and the party who is to perform the work:
§1.9.A states that control components and services “shall be provided by one provider: Advanced Control Corporation as contracted by the DOA, with Schneider Electric devices utilizing a BACnet protocol,” and §1.8.C states that “distributors or licensed installing contractors are not acceptable”; §2.3B requires the ability to make complete adjustments to “the Siemens system and controller databases”; And §1.8D requires remote monitoring of the local operator workstation “over the existing hospital system.” Please confirm the manufacturer of the existing building automation system at the airfield electrical vault, and confirm that Advanced Control Corporation is the sole approved provider for this scope. If Advanced Control Corporation is already under contract to the Department, please advise whether their work is to be carried as a subcontract under Bid Item 49 (23 05 00-2, “HVAC Equipment, Ductwork, Controls – Complete”) or is excluded from this contract; and if it is to be caried by the Contractor, please issue their quoted amount so all bidders carry the sample figure. We understand the references to a Siemens system and a hospital facility to be in error and request that they corrected by addendum.
Response: Advance Controls is the sole vendor for the Palm Beach County Department of Airports. HVAC Contractor shall hire controls vendor. Tie-in to existing EMS shall be via LAN via network switch and port location given by facilities IT team to tie back to front end controls station for monitoring.
4.16. Question: Section 07 52 00 §2.1B establishes Johns
Manville 4FID-FR-CR (NOA 16-0413.21) as the Basis of Design, with named JM components throughout (PermaPly 28 base ply, two plies GlasPly Permier VI, DynaWeld Cap FR CR, and the PermaFlash liquid flashing system at all penetrations). Section 1.5.A requires a manufacturer’s 20-year No Dollar Limit warranty, and §1.4.A requires an installer approved by the manufacturer and eligible to receive that warranty. Please confirm whether alternate roofing manufacturers offering an equivalent system, current Florida Product Approval or NOA, and an equivalent 20-year NDL warranty will be accepted; and if so, state the deadline and procedure for obtaining pre-approval. If no substitution will be permitted, please confirm that Johns Manville is the required manufacturer so that all bidders price identically.
Response: The roofing materials specified is the basis of design and shall be used for bidding purposes. Any substitutions may be requested by the lowest, responsive, responsible bidder after award of the Contract.
4.17. Question: Hardware Groups 01, 02 and 04 on Sheet A-12
call for mortise cylinders to “match existing facility key system,” and Sheet A-12 notes that “all access control specified in this project shall be electric locks that are always free egress” with card readers “by security vendor.” Please identify the existing facility keyway and cylinder manufacturer and advise whether cylinders are to be Contractor-furnished, Owner-furnished/Contractor-installed, or Owner-furnished /Owner-installed. Please also confirm that the card readers, access control panels, head-end programming and all associated low-voltage cabling are furnished and installed by the Department’s security vendor outside this contract, and that the Contractor’s scope is limited to the door hardware, power transfers, door contacts, power supplies, raceway, back-boxes and 120V power shown in the Hardware Groups.
Response: The Palm Bach County Department of Airports will provide the keyway and cylinder manufacturer to the lowest responsive, responsible bidder.
4.18. Question: The Additive Alternate No. 1 schedule on the
Bid Price Form carries duplicated bid item numbers – two items numbered 2, two numbered 3, two numbered 4, and so on through 7 – and its header reads “Bid Number: PB XX- XX Date: Aug-26” rather than PB 26-12, September 2026.
Please issue a corrected Bid Price Form by addendum with sequential item numbers and the correct bid number and date, so that bids are tabulated consistently.
Response: The revised Bid Price Form (Attachment 1 to the Bid Form) is included and attached to Addendum No.
1.
4.19. Question: Sheet G-003 and Bid Price Form Item 52 carry
“Precast Structural Concrete” under specification number 04 41 00. The Table of Contents and the Project Manual contain the section as 03 41 00. Precast Structural Concrete; 04 41 00 does not exist in the Manual. Please confirm that Section 03 41 00 governs Bid Item 52. Please also confirm that the 1,800 SF quantity is measured as the plan area of the 10” precast prestressed hollow core plank shown on Sheet S-203, and that the 2” reinforced concrete topping, the 4x4-W4.0Xw4.0 WWF, the grouted plank joints and the delegated engineering of the plank (signed and sealed by a Florida-registered engineer, per Roof Framing Note 8) are all included in that item rather than in Item 51, Cast-in-Place Concrete.
Response:
a. Bid item 52 shall be covered under Specification 03
41 16 Precast Structural Slabs and the Bid Item specifical shall reflect the change, Specification 03 41 00 is being removed and replaced with section 03 41 16 per Addendum No. 1.
b. The Quantity for Bid Item 52 is correct to the edge of the walls and is inclusive of all materials including reinforcement, topping slab, embedded items and for all preparation, delivery, installation, and curing of these materials, and for all labor, equipment, tools, and incidentals necessary to complete the item.
4.20. Question: Appendix 5 as issued begins at report page 4
with photograph 10 and runs through report page 15, photograph 43. Report pages 1 through 3 and photograph 1 through 9 are not included in the bid set, and Part-1 of the Bid Documents ends with the Appendix 5 divider sheet only. The missing pages would ordinarily carry the report cover, the scope of investigation, the narrative findings and the consultant’s conclusions. Please issue the complete Appendix 5 report by addendum, including report pages 1 through 3, photographs 1 through 9, and any moisture survey results or recommendations referenced therein.
Response: The complete Appendix 5, Existing Vault Building Roof Data is included in Addendum No.1.
4.21. Question: Appendix 5 documents five test cuts. The
existing assembly is a gravel-surfaced built-up membrane over tapered polyisocyanurate mopped directly to a concrete deck (photograph 18). Total depth from membrane surface to deck ranges from approximately 11 inches at the high point (Test Cut #1) to approximately 3 inches at the low points (Test Cuts #3 and #5). The insulation is recorded in degraded condition (photograph 19), and a prior six-course repair is documented (photographs 24 and 25). Significantly, Test Cut #3 is recorded as “material wet through cut” with “moisture at deck level,” and Test Cut #5 as “standing water at deck level”
– two of the five cuts taken. Please confirm (a) that the existing roof is to be removed in its entirely down to the structural concrete deck, including all existing gravel, membrane, insulation and base flashing; (b) whether removal and disposal of saturated insulation, and drying and preparation of the deck, are included in the lump sum for Bid Item 16, Roofing & Roof Accessories, or are to be carried under the Bid Item 4 allowance; (c) the tapered insulation system required for the new roof, and whether existing slopes are to be matched or re-established; and (d) the requirements for temporary roofing and for protection of the energized vault equipment below during tear-off, given that the vault must remain in service throughout construction.
Response: The entire roof system is to be removed and replaced; including insulation down to the existing roof deck. Furthermore, all existing cap flashing shall also be replaced similar to detail 1/A-14.
4.22. Question: PBCDOA-issued identification and access badges and background checks are required for all personnel of every tier, and the General Notes advise that delays in badging will not be grounds for time extension. Please advise (a) the current per-badge fee and the typical processing duration from application to issuance; (b) whether escorted access is permitted for personnel without badges, and if so whether escorts are Department-provided or Contractor-provided; (c) the fee and requirements for vehicle authorizations and AOA driver training; and (d) whether all badging, background check and vehicle permit costs are incidental to Pay Item C-105, Mobilization, or are to carried elsewhere.
Response:
a. Refer to General Requirement Section 01036
Requirements For Contractors Requesting DJT Airport ID’s for Badging Fees.
b. Refer to General Requirements Section 01035 Security- President Donald J. Trump International Airport for Escorting procedures; Contractor is responsible to provide for their own escorting.
c. Refer to General Requirement Section 01036 Requirements for Contractors Requesting DJT Airport ID’s
d. All costs associated with badging and vehicle access shall be the responsibility of the Contractor.
4.23. Question: Special Provisions §3.2 establishes a Phase 1 procurement period of 140 calendar days from Notice to Proceed, inclusive of Owner and Engineer review time not to exceed 21 calendar days per submittal and per resubmittal, with Liquidated Damages assessed for failures to complete Phase 1 within that period . Phase 2 construction is only 120 calendar days. Current lead times for the air handling unit, switchboards, transfer switches and overhead coiling door may approach or exceed the Phase 2 duration. Please confirm (a) that fabrication and delivery of long-lead equipment may proceed during Phase 1 and are not required to be complete before Phase 1 is declared complete; (b) how Owner or Engineer review time in excess of the 21-day allowance, or a third or subsequent resubmittal cycle, is credited against the Phase 1 duration; and (c) whether material stored off site or on site during Phase 1 is eligible for progress payment under Special Provisions §15.
Response:
a. The procurement phase is for submittal and approval of the shop drawings, and all documentation required before starting construction. The time needed for fabrication of long-lead items does not count against the procurement phase as long as products have been submitted and approved during phase 1.
b. The time needed for the Owner/Engineer to review and approve shop drawings is included in the procurement phase.
4.24. Question: Night Work: The bid docs note general working hours as Mon-Fri 7am-5pm, but would you confirm if night work will be required for concrete pumping and a crane for the precast roof.
Response: The Contractor may request to work outside the standard work hour if requested and approved at least 48 hours in advance of the work.
4.25. Question: Regarding General Note 5 on Sheet S-101. The
note lists allowances for structural concrete, reinforcing steel, structural steel framing, additional wood framing and connections, and exterior restoration.
Please confirm whether bidders must carry each listed allowance in their bids, or whether any items were carried over from a previous project in error. In particular, we have not identified structural steel or wood framing in the plans. These allowances could materially affect bid pricing and comparability if other bidders interpret the note differently.
Response: General Note 5 on Sheet S-101 will not apply to this contract. See revised Sheet S-101, attached to this Addendum No. 1.
4.26. Question: The mechanical drawings include notes and a
detail for an inline exhaust fan, and the diffuser and grille schedule includes an exhaust grille. A further note refers to an exhaust duct connection and an exhaust louver. However, the drawings contain no exhaust fan schedule, and no exhaust fan is shown on my plan. The fan detail itself directs not fill the gap: it covers cabinet and ceiling exhaust fans generically (Greenheck, Twin City or Cook; AMCA-rated; UL listed; factory disconnect) and states no tag, capacity or location.
Please advise:
1. Whether an inline exhaust fan is part of the work. If so, please issue the missing fan schedule by addendum, with tag, quantity, airflow (CFM), external static pressure, motor HP, voltage and phase, drive type, and basis-of-design manufacturer and model.
2. The fan’s location on plan, the room or rooms it serves, and the routing and size of the exhaust duct from the exhaust grille to the fan and from the fan to the exact louver. We note Section 23 34 00 §3.1D requires every fan discharge to be at least 10 feet from any buildings intake or opening.
3. The size and location of the exhaust louver, and whether it falls under section 08 90 00 (Greenheck EHH-601D basis of design) or Section 23 37 13.
4. How the fan is to be controlled – thermostat, BAS point under Section 23 09 00, interlock with AHU-1, or manual switch – and confirm that the power connection is shown on the electrical drawings.
5. If no exhaust fan is intended, please delete the fan detail, the exhaust grille, the exhaust duct connection note and the exhaust louver note by addendum, so that all bidders price the same scope.
Response: The Inline Exhaust Fan has been removed from the scope of work and shall not be considered in the Bid. Revised Plans and Specifications will be included in the next Addendum.
4.27. Question: The CSPP states that the Department has filed
FAA Form 7460-1 for this project, that no crane may enter the site until Airport Operations approves it on at least 48 hours written notice, and that the boom tip must be flagged (and lit if required), attended while erect and lowered when nor in use. Section 01030 §3.8 requires a separate filing through the airport operator for equipment “when different from cases previously filed.”
The documents do not state what height the Department’s filing covers. The building work will need a crane, including to set the 10-inch precast hollow core roof plank on Sheet S-203. Please advise (a) the maximum crane or boom height above ground covered by the Department’s 7460-1 filing at the vault building location, and whether an FAA determination has been issued; and (b) if the Contractor’s crane exceeds that height, the lead time the Department expects for a supplemental filing, and whether that time counts against the Phase 1 or Phase 2 duration.
Response: The maximum equipment height filed with the FAA Form 7460 are shown on Sheet G-200 Airfield Safety Plan.
4.28. Question: Do you have an engineer’s estimate for this
project?
Response: Refer to the response to Question 4.6 above.
