About this opportunity

Colorado Department of Corrections (CDOC) is soliciting quotes under Documented Quote DQ 2027000147 for pre-approved disturbance control devices and munitions, with quotes due November 12, 2026 at 4:00 p.m. MST. Bidders may offer only the Department-approved manufacturers and item numbers listed in Exhibit D, which names Defense Technology, CTS, ALS, Penn Arms, and MK Ballistics, and substitutions are prohibited. No set-aside is established, though Service-Disabled Veteran-Owned Small Businesses may submit certification documentation.

The scope covers 109 line items across pyrotechnic chemical grenades, specialty impact munitions, hand-held OC aerosols, distraction devices, launching cartridges, pepper fogger formulations, breaching rounds, reloading components, launchers, launching cups, and training marking cartridges. Delivery goes to the CDOC Central Armory in Canon City, Colorado. Before purchase order execution, the awardee must provide proof of Colorado Secretary of State good standing and insurance certification. All contractor personnel at CDOC facilities must complete enhanced criminal background investigations, fingerprinting, and drug testing within 30 days of award notification.

Annual expenditure is approximately $50,000, with no guaranteed order quantities or dollar amounts. Each facility typically places one essential order per year, with additional orders as needed. The purchase order term runs January 1, 2027 through December 31, 2027. Pricing must remain firm and all-inclusive, covering delivery, shipping, and installation. CDOC reserves the right to consider an annual price increase not to exceed 2.5% for each fiscal year, subject to mutual agreement. Award goes to the responsible bidder whose acceptable quote is most advantageous to the CDOC, with price as the primary consideration, followed by sample quality and delivery lead time. CDOC may award to multiple bidders.

Written inquiries are due November 5, 2026 at 2:00 p.m. MST, with responses posted by November 6, 2026. CDOC estimates a notice of intent to award for November 16, 2026, with purchase order execution anticipated January 1, 2027.
