About this opportunity
The School Board of Marion County, Florida is seeking proposals for District Internet Services through a Request for Proposal (RFP) that requires a comprehensive internet connectivity solution. The primary objective is to secure an internet connection with a committed Information Rate (CIR) of 40 Gbps, scalable to 100 Gbps over the contract term, to be delivered to the Data Center Operations facility in Ocala. Key deliverables include circuit installation, testing, and service activation, with specific milestones including construction build-out by June 1, 2026, and service activation no earlier than July 1, 2026. The evaluation criteria will comprehensively assess proposals across multiple dimensions, allocating 30 points to pricing, 20 points to scope understanding, 15 points to repair response times, 15 points to customer service and billing, 10 points to service level agreements, and 10 points to managed services and network management. Critical deadlines include written questions due by November 21, 2025, proposal submission by 2:00 PM on December 8, 2025, an evaluation committee meeting on December 12, 2025, and potential proposer interviews on December 16, 2025.
Proposers must demonstrate participation in the E-rate (Universal Service Fund) program and comply with associated federal funding requirements. Insurance requirements are substantial, including workers' compensation, commercial general liability ($1,000,000 minimum), business automobile liability ($1,000,000 minimum), and professional liability ($500,000 minimum). Vendors must provide three professional references from current or former customers within the past three years. The contract term will run from School Board approval (anticipated February 24, 2026) through June 30, 2031, with an option for up to five additional one-year renewal periods. While no specific set-aside designations are mentioned, proposers must submit detailed cost breakdowns for internet service, hardware, installation, maintenance, project management, and miscellaneous costs for each contract year. The comprehensive service level agreements require 99.999% uptime with specific response and restoration intervals, and service credits for outages exceeding four hours. Although a specific budget range is not explicitly stated, the detailed pricing requirements and E-rate potential suggest flexibility in funding mechanisms.
