About this opportunity
The City of Santa Fe, New Mexico is requesting bids for dissolved air floatation thickener unit upgrades at the Pueblo Riverwalk Water Reclamation Facility under an Invitation to Bid, with electronic bids due September 29, 2026 at 2:00 p.m. This is a public works project exceeding $60,000 and subject to New Mexico prevailing wage requirements under Wage Decision No. SF-26-2708-H (Wage Scale H) and the City of Santa Fe living wage ordinance ($14.03 per hour minimum). All contractors and subcontractors must register with the New Mexico Department of Workforce Solutions prior to bid opening.
The City may apply an 8 percent resident contractor preference or, for resident veteran contractors with less than $6 million gross revenue, a 10 percent preference, provided no federal funds are used and a valid Resident Certificate from the New Mexico Taxation & Revenue Department is submitted.
The scope includes modification of the air-water saturation system for the dissolved air floatation process, installation of new air-entraining pumps and associated electrical connections, a structural stand for a break tank supplying non-potable water to the pumps, SCADA and control integration for all newly installed equipment, and associated demolition, abandonment, and replacement work across all required disciplines. The price sheet requests lump sum pricing for two Evoqua Whitewater Package Pump Systems with control panel, one break tank with flow control and instrumentation, installation of all equipment, and equipment start-up and training. Work must maintain continuous wastewater treatment throughout construction; SCADA outages are limited to eight hours per process area, and equipment start-ups are restricted to Monday through Thursday unless Owner-approved.
The contract term may extend from one to ten years, with the City retaining the right to award for the whole term or renew annually by mutual agreement. Bidders must submit 5 percent bid security as a New Mexico-licensed surety bond or cashier's check. The successful bidder must post 100 percent Performance and Labor and Material Payment Bonds and maintain comprehensive liability and workers' compensation insurance plus one year thereafter, with minimum one-year warranties on non-roofing work and materials.
A non-mandatory pre-bid conference is scheduled for September 3, 2026 at 2:00 p.m. via Microsoft Teams, and a non-mandatory site visit is September 4, 2026 at 9:00 a.m. at 73 Paseo Real, Santa Fe.
