About this file

This is a Pre-Bid Attendance List for the City of Santa Fe, New Mexico's Dissolved Air Floatation Thickener Unit 1 & 2 Upgrades project at the Pueblo Riverwalk Water Reclamation Facility. The project involves modification of the air-water saturation system for the dissolved air floatation process, installation of new air-entraining pumps with electrical connections, construction of a structural stand for a break tank supplying non-potable water, SCADA and control integration for newly installed equipment, and associated demolition, abandonment, and replacement work across all required disciplines. The scope includes two Evoqua Whitewater Package Pump Systems with control panels, one break tank with flow control and instrumentation, and equipment installation with start-up and training. A non-mandatory pre-bid conference was held on September 3, 2026 at 2:00 p.m. via Microsoft Teams, with a non-mandatory site visit scheduled for September 4, 2026 at 9:00 a.m. at 73 Paseo Real, Santa Fe. Electronic bids are due September 29, 2026 at 2:00 p.m. The contract term may extend from one to ten years, with the City retaining the right to award for the whole term or renew annually by mutual agreement.

Eight attendees representing various equipment suppliers, engineering firms, and City of Santa Fe departments participated in the pre-bid meeting, including representatives from Border States, Maverick Tech Solutions, AUI, MISCO Water, TLC Company dba Spear D, and City of Santa Fe staff. Bidders must submit 5 percent bid security as a New Mexico-licensed surety bond or cashier's check and post 100 percent Performance and Labor and Material Payment Bonds upon award. The project is subject to New Mexico prevailing wage requirements under Wage Decision No. SF-26-2708-H and the City of Santa Fe living wage ordinance ($14.03 per hour minimum). The City may apply an 8 percent resident contractor preference or a 10 percent preference for resident veteran contractors with less than $6 million gross revenue, provided no federal funds are used and a valid Resident Certificate from the New Mexico Taxation & Revenue Department is submitted. Work must maintain continuous wastewater treatment throughout construction with SCADA outages limited to eight hours per process area.
