About this opportunity
The City of Waxahachie, Texas, located in Ellis County, is seeking proposals for the disposal of sewage sludge or biosolids from its Howard Road Wastewater Treatment Plant through a Request for Proposal (RFP). The procurement aims to establish contracts with one Primary and one Secondary Contractor for the legal disposal of approximately 7,500 tons of biosolids annually, consisting of 80% water and 20% domestic sewage in non-liquid form. Contractors must comply with TCEQ 30 TAC Chapter 312 & 330 and U.S. EPA 40 CFR Part 503 Sewage Sludge Use and Disposal regulations. The evaluation will be conducted on a 100-point basis, with points distributed as follows: cost (40 points), experience and qualification with location within 85 miles of the treatment plant (25 points), permit and inspection documentation validation (25 points), and client references (10 points). A non-mandatory pre-proposal meeting is scheduled for January 21, 2026, at 1:00 PM via Microsoft Teams, with questions due by January 26, 2026, at 10:00 AM. Proposals are due by January 29, 2026, at 10:00 AM through the OpenGov Procurement portal, with a public opening at 10:15 AM via Teams meeting.
The RFP does not specify specific set-aside designations or restrictions on respondent types. Contractors must provide proof of current state permits to operate the disposal site, recent site inspection reports, permits to accept Class B biosolids, and three client references from organizations using their services for at least two years. The initial contract term is one year, with the option for three additional one-year renewal periods, subject to mutual consent. Pricing will be submitted on a per-ton basis, with the first year's pricing fixed and subsequent year increases limited to 5% unless justified by documented market-based cost increases. Contractors must maintain insurance coverage, including $1,000,000 in Commercial General Liability, $1,000,000 in Business Auto Liability, and statutory Workers' Compensation coverage. While specific award values are not explicitly stated, the annual disposal quantity of approximately 7,500 tons suggests a potentially significant contract value. The City reserves the right to terminate the contract with thirty days' written notice or immediately cancel if the Contractor fails to comply with specified regulations.

The City intends to award contracts to one Primary and one Secondary Contractor, each determined to represent the best value in accordance with the terms, conditions, and requirements of this Request for Proposal (RFP). The City reserves the right, at its sole discretion and in its best interest, to make a split award designating Primary and Secondary Contractors, to make no award, or to pursue any combination of awards deemed appropriate.
