About this file
This is a Request for Proposal (RFP) issued by the City of Waxahachie, Texas, for disposal services of sewage sludge or biosolids from the City's Howard Road Wastewater Treatment Plant. The City seeks to award contracts to one Primary Contractor and one Secondary Contractor to provide disposal services for approximately 7,500 tons of biosolids annually, with biosolids consisting of 80% water and 20% domestic sewage composition in non-liquid form. The RFP was released on January 7, 2026, with a non-mandatory pre-proposal meeting scheduled for January 21, 2026, at 1:00 PM via Microsoft Teams. The question submission deadline is January 26, 2026, at 10:00 AM, and responses are due by January 29, 2026, at 10:00 AM through the online OpenGov Procurement portal. Submittals will be opened publicly on January 29, 2026, at 10:15 AM via Teams meeting. The awarded contract will have an initial term of one year with three optional one-year renewal periods, automatically renewing unless either party provides written cancellation notice at least thirty days before the term end date.
Pricing shall be submitted on a per-ton basis for the disposal of sewage sludge or biosolids, with estimated annual quantities of 10,000 tons. Contract pricing must be valid for the first full year, and any price increases for renewals must be submitted at least 120 days prior to renewal and cannot exceed 5% unless the Contractor provides written justification for higher increases due to documented market-based cost increases, subject to City approval. Evaluation will be conducted on a 100-point basis: cost (40 points), experience and qualification with location within an 85-mile radius of the treatment plant (25 points), validation of required permits and inspection documentation (25 points), and references from clients using the vendor's services for a minimum of two years (10 points). Contractors must provide proof of current state permits to operate the disposal site, recent site inspection reports, permits to accept Class B biosolids, and three client references. The City reserves the right to terminate the contract for convenience with thirty days' written notice or to immediately cancel if the Contractor fails to comply with TCEQ 30 TAC Chapters 312 and 330 or U.S. EPA 40 CFR Part 503 regulations. 1. Introduction
1.1. Summary
The City of Waxahachie, Texas ("City") is seeking proposals from qualified companies to provide the City with contractual services for the disposal of sewage sludge or biosolids ("Waste") from the City's Wastewater Treatment Plant. All materials shall become the property of the successful contractor(s) and shall be disposed of legally in conformance with TCEQ 30 TAC
Chapter 312 & 330 and U.S. EPA 40 CFR Part 503 Sewage Sludge Use and Disposal regulations.
The City intends to award contracts to one Primary and one Secondary Contractor, each determined to represent the best value in accordance with the terms, conditions, and requirements of this Request for Proposal (RFP). The City reserves the right, at its sole discretion and in its best interest, to make a split award designating Primary and Secondary
Contractors, to make no award, or to pursue any combination of awards deemed appropriate.
The Contractor designated as Primary will serve as the City’s first-choice facility for sewage or biosolids disposal services. In the event the Primary Contractor is unable to accept the City’s sewage sludge or biosolids, the City will transport the material to the Secondary Contractor’s facility for disposal.
1.2. Background
The City of Waxahachie is seeking proposals for the disposal of sewage sludge or biosolids from the Howard Road Wastewater Treatment Plant, located at 2301 Howard Road in Waxahachie, Texas. This facility is a conventional wastewater treatment plant that plays a critical role in maintaining the health and safety of the community by effectively treating municipal wastewater.
The wastewater treatment plant generates municipal active sludge biosolids with a solid physical state. Annually, approximately 7,500 tons of biosolids are produced, with an 80% water and 20% domestic sewage composition. These biosolids are non-liquid, with a pH range of 5 to
9, and are typically brown to black in color. The biosolids are transported in bulk using city-owned and operated 30-yard end-dump trailers, with daily shipments required for disposal.
This project is vital to the City’s commitment to sustainable and compliant waste management practices. The successful contractor will assume ownership of the biosolids and ensure their legal disposal in compliance with all relevant regulations, including TCEQ 30 TAC Chapter 312 &
330 and U.S. EPA 40 CFR Part 503 Sewage Sludge Use and Disposal regulations.
The challenges associated with this project include the need for a reliable, efficient, and environmentally responsible disposal solution that supports the City’s long-term operational needs. Success in this project will not only ensure regulatory compliance but also reflect the
City’s dedication to safeguarding public health and preserving environmental quality.
