About this opportunity
The City of Fort Myers is seeking a contractor for Disaster/Debris Monitoring Services through Solicitation RSQ 0020-24, covering comprehensive debris management activities during and after disaster events. The contract, anticipated to run from December 1, 2024, through December 31, 2029, requires the selected vendor to provide up to 24 monitors within 14 days of notification and implement an Automated Debris Management System (ADMS) compatible with city requirements. Key services include pre-event tasks such as annual training programs and establishing data management systems, as well as post-event activities like load inspections, vehicle certifications, site monitoring, and detailed documentation of debris collection activities. The contractor must comply with FEMA guidelines, federal, state, and local regulations, and be prepared to support documentation for potential federal disaster assistance reimbursement. Specific requirements include comprehensive operational capabilities, personnel training, and readiness to respond 24/7 during disaster response scenarios.
The solicitation emphasizes minority business enterprise participation, with a goal of utilizing minority-owned businesses for 15 percent of total contract dollars. Contractors must comply with E-Verify requirements, complete background checks, and demonstrate adherence to various federal and state regulations regarding government contracting. Insurance requirements are extensive, mandating workers' compensation, commercial general liability, automobile liability, and professional liability coverage with minimum limits of $1,000,000 per occurrence. The City has established specific local preference criteria, offering point allocations for businesses with offices in Fort Myers (5 points) or Lee County (3 points), with requirements for a valid Business Tax License issued at least six months prior to proposal submission. While a specific contract value is not explicitly stated, the multi-year nature of the contract and comprehensive disaster monitoring services suggest a significant potential investment. Minority Business Enterprise (MBE) and Disadvantaged Business Enterprise (DBE) participation is strongly encouraged, with detailed documentation requirements for outreach and inclusion efforts.
