About this opportunity
The State of South Carolina, through the State Fiscal Accountability Authority (SFAA) Division of Procurement Services and the South Carolina Adjutant General's Office Emergency Management Division (SCEMD), is issuing a Request for Proposal (RFP) for comprehensive disaster transportation services. The procurement seeks a qualified transportation contractor to establish an emergency transportation network capable of delivering life-saving goods to disaster-impacted areas throughout South Carolina, with the capacity to handle up to 50 tractor-trailer loads daily. Required deliverables and services include providing equipment (48-foot and 53-foot tractor-trailers, box trucks, pup trailers, cargo vans, and refrigerated trucks) with operators; staffing positions including a warehouse/staging area manager, a transportation manager stationed at the State Emergency Operations Center (SEOC), and dock labor; maintaining 24-hour receiving, staging, and cross-docking facilities capable of handling commodity flow; responding to transportation requests within two hours; assigning at least one representative to the SEOC during activation; providing daily reporting on key performance indicators; and developing transportation procedures and guidelines within 60 days of contract award. The contractor must maintain current commercial general liability insurance of at least $1,000,000 per occurrence, auto liability coverage of $1,000,000 per accident, and workers' compensation insurance with all applicable governmental units named as additional insureds. Evaluation criteria include organizational experience and capabilities (50 points), technical approach including equipment and cross-docking capability (40 points), and price proposal (10 points). A mandatory pre-proposal conference is scheduled for March 3, 2026 at 10:30 AM ET via Microsoft Teams, with written questions due by March 3, 2026 at 2:00 PM ET. Proposals must be submitted online by March 30, 2026 at 11:00 AM ET, with award expected on May 4, 2026. The contract will have an initial term of one year beginning June 1, 2026, with four one-year renewal options available for a maximum five-year contract period.
No set-aside designations, restrictions on organization types, or disadvantaged enterprise requirements are specified in this solicitation, meaning it is open to all qualified vendors meeting the stated insurance and operational requirements. No incumbent vendors or current contractors are identified in the available documentation. Offerors must be registered as South Carolina vendors and are required to submit pricing as per-day, per-unit charges for equipment with operators and daily labor positions, with all-inclusive rates regardless of loaded or deadheading status. The contractor may provide optional pricing for ancillary services such as on-site mechanic services and trailer parking. Specific budget or award values are not published in the solicitation materials; however, pricing will be evaluated on a 10-point scale as part of the overall evaluation, with the total cost calculation from all submitted line items determining the cost proposal score. The contractor must be capable of supporting out-of-state Emergency Management Assistance Compact (EMAC) pick-ups and deliveries as needed and may be required to provide more than 50 trailers daily depending on mission demands. All offerors must acknowledge receipt of Amendment 1 on Page Two of their submission and hold their offers open for a minimum of 120 calendar days after the opening date.
