About this file
This is Amendment 1 to a Request for Proposal issued by the State of South Carolina, Division of Procurement Services, on behalf of the Emergency Management Division for Disaster Transportation Services. The solicitation seeks a contractor to provide comprehensive transportation and logistics support, including equipment rental with operators for items 1-7 (tractor-trailers, cargo vans, and other vehicles), staffing for duty positions 8-10, warehouse facility management, and cross-docking operations capable of handling up to 50 tractor-trailer loads daily. The contractor must maintain facilities for receiving, dispatching, and staging commodities; coordinate with the State Emergency Operations Center Logistics Section; maintain a representative on-site at the SEOC; provide daily reporting on shipment progress using specified key performance indicators (assigned/departure/arrival/completion dates and times); and maintain an inventory of uncommitted available resources. The pre-proposal conference is scheduled for March 3, 2026 at 10:30 AM ET via Microsoft Teams, with questions due by March 3, 2026 at 2:00 PM ET. Offers must be submitted online by March 30, 2026 at 11:00 AM ET in the specified format: one original technical proposal, one copy, one redacted copy, one original price proposal, and one price copy. Award will be posted on May 04, 2026, and offerors must hold their offers open for a minimum of 120 calendar days after the opening date.
The amendment clarifies pricing requirements and scope details through a question-and-answer format addressing cost submission methodology, equipment specifications, facility responsibilities, out-of-state capabilities, and compensation structure. Contractors must provide cost per unit for items 1-7 (including drivers), daily costs for items 10-12, and may include optional pricing for ancillary services such as on-site mechanic services and trailer parking. The contractor is responsible for identifying and managing cross-dock facilities that augment the State's primary warehouse and may be required to provide more than 50 trailers daily depending on mission demands. The contractor must furnish properly maintained equipment with documented compliance to state and federal requirements, provide hand-signed bills of lading and state-generated resource request forms for delivery documentation, and maintain capability for out-of-state EMAC pick-ups and deliveries from any state as needed. Offerors must be registered as South Carolina vendors and acknowledge receipt of all amendments on Page Two of their submission.

AMENDMENTS TO SOLICIATION (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
1. Are we allowed to use SCEMD as a reference for this Solicitation?
State’s Response: yes
2. It appears that only one reference is necessary for this Bid Solicitation - does submitting more than one reference help our bid?
State’s Response: no
3. On the Pricing Spreadsheet – Does the line labeled Van(item 5) refer to a 53’ Dry Van or a Cargo Van?
State’s Response: Cargo van
4. For Line Items 1 through 7, which rows should also include a Driver to operate the stated equipment versus just equipment rental?
State’s Response: All items listed 1-7 should also include a driver to operate the equipment in the cost.
5. Is the Cost Column Per Unit or the total Estimated Cost for the Average Quantity presented?
a. In the last Solicitation for these services there was an additional column that calculated the total cost based on the stated estimated quantities.
State’s Response: Please provide cost per unit in the Cost column.
6. The Formula in the Total Line does not include the cost for Items 10-12. I did not know if that was intentional or not and wanted to verify.
State’s Response: Please provide cost for one day for each duty position listed in items 10-12.
7. Are we allowed to present pricing that is outside the scope of this proposal that supports the operations of this proposal?
a. Example – On-Site Mechanic Services for Trailer Maintenance.
b. Example – Trailer Parking – For Staging of Commodities at Forward Staging Areas State’s Response: These pricing for these additional services may be included.
8. Is the Business Proposal required for submission just the Pricing Proposal Spreadsheet or is additional response documentation needed?
State’s Response: Both the Business Proposal and the Pricing Proposal must be submitted.
9. Page 16, Section III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor must maintain a facility or facilities capable of receiving delivery and dispatch of up to 50 tractor-trailer loads of commodities each day.
Question: Is there a designated facility or facilities that contractor would use/manage? Or is the contractor responsible for identifying sites to designate as facilities to receive/dispatch commodities?
State’s Response: The contractor is responsible for providing and managing cross-dock facilities that can support up to 50 tractor-trailer loads per day. The contractor provided facilities will augment the State warehouse, which is the primary location to store commodities.
10. Page 16, Section III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor must maintain a facility or facilities capable of receiving delivery and dispatch of up to 50 tractor-trailer loads of commodities each day.
Question: Should the contractor prepare to deploy more than 50 trailers, or the expectation is that 50 trailers is the daily maximum number of orders/missions assigned to the contractor?
State’s Response: The contractor could be expected to provide more than 50 trailers daily.
11. Page 16, Section III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor must maintain a facility or facilities capable of receiving delivery and dispatch of up to 50 tractor-trailer loads of commodities each day.
Question: Are the 50 tractor-trailers considered a 53' Dry Vans? Are there other types of assets needed? Ex. Box trucks, power only, flatbeds, 5th wheel pickups with different pulling capabilities, etc.?
State’s Response: 53-foot dry vans are the standard delivery resource. Capabilities in excess of this are beneficial but not required.
12. Page 16, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor must coordinate with the SCEMD State Emergency Operations Center (SEOC) Logistics Section to manage daily load requirements for Commodity Points of Distribution (C-PODs), staging areas, base camps, and other locations throughout the state in which requests for delivery of commodities are made.
Question: Is the contractor responsible for staff and managing LSA, POD sites, base camps, if activated? Or just support with the distribution of commodities, BOL, POA?
State’s Response: The contractor is responsible for staffing only the trucks, SEOC representative and personnel necessary to manage and maintain the truck fleet. LSAs, PODs and base camp staffing are not part of this contract.
13. Page 16, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor will return empty trailers to the appropriate warehouse or contractor’s staging facility or terminal after trailers are unloaded at delivery location(s).
Question: For any last-minute cancellations, re-route, demobilization missions, returning trailers to designated warehouse could be used to support these other/new missions? Or would a new trailer need to be dispatched from designated warehouse?
State’s Response: This is managed on a case-by-case basis.
14. Page 16, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor will return empty trailers to the appropriate warehouse or contractor’s staging facility or terminal after trailers are unloaded at delivery location(s).
Question: At times, upon arrival at delivery location, trailers are needed to keep commodities and continue distributing supplies. If a driver is asked to leave trailer onsite at delivery location due to lack of storage room, what is the protocol?
State’s Response: This is handled on a case-by-case basis. In some cases the trailer will be left at the delivery location, although this is not the norm.
15. Page 16, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor must have at least one representative assigned to this project and on location at the State Emergency Operations Center. d) Monitor and report to the SCEMD Logistics Section the progress of shipments.
Question: What are the KPIs to report progress of shipment? Assigned date/time, departure date/time, ETA to destination, completed date/time?
State’s Response: For the purpose of reporting delivery progress these are adequate.
16. Page 16, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor must have at least one representative assigned to this project and on location at the State Emergency Operations Center. f) Maintain a list of uncommitted but available resources/and assets for near term and/or immediate tasking.
Question: How often should the contractor provide/report this? Daily submissions?
State’s Response: At lease daily and upon request.
17. Page 16, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor will be responsible for ensuring safety and serviceability of all vehicles and equipment used to fulfill responsibilities of this proposal.
Question: Is the contractor required to submit daily trailer maintenance checks before dispatching or should contractor ensure maintenance and only report issues, if any?
State’s Response: The contractor is responsible for providing properly maintained equipment and to maintain records in accordance with state and federal requirements.
18. Page 17, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: Contractor’s drivers must maintain a log of deliveries and return a signed hand receipt to the transportation services coordinator and designated SCEMD logistics coordinator when deliveries are completed.
Question: Are there any specific KPIs fields the log of deliveries should have? Is signed BOL with receivers’ signature enough to proof POD? Or is there something else needed from the contractor? Ex. additional documents or State specific forms?
State’s Response: Hand signed BOLs and State generated resource request forms are adequate for documenting delivery.
19. Page 17, SECTION III. SCOPE OF WORK/SPECIFICATIONS Description: The contractor must additionally be able to provide transportation assets to pick up and/or deliver shipments to out-of-state locations on a by-exception basis.
Question: Which other States should the contractor prepare for these potential EMAC pick up/deliveries?
State’s Response: Out-of-state missions can include pick up of commodities from any state in the nation. This is not the norm, but a possible way to transport commodities from vendors that do not have transportation available.
20. SECTION III. SCOPE OF WORK/SPECIFICATIONS
Description: Contractor must maintain a facility or facilities capable of receiving delivery and dispatch of up to 50 tractor-trailer loads of commodities each day. Contractor must have the capability to stage and cross-dock as required to manage load configurations on a 24-hour basis.
Question: Does the State anticipate how contractors will be compensated for maintaining warehouse with cross-docking capability during blue skies conditions?
State’s Response: The contractor will invoice the State for items 8, 9 and 10 as listed on the price proposal.
