About this opportunity
The University of Wisconsin-La Crosse (UWL) is seeking proposals for a digital signage content management system to replace its existing Carousel system managing 192 digital displays. The procurement requires a device-neutral solution capable of displaying content across multiple screen sizes and orientations, supporting video walls, and enabling real-time content updates. Key system requirements include integration with Optimizely CMS, IdP authentication, group policy support, wayfinding functionality, IoT sensor integration, and tag-based content scheduling. Proposals must be submitted electronically through the ShopUW+ Event Sourcing Module (JAGGAER platform) by May 10, 2023, at 2:00 PM Central Time. The evaluation process will assess proposals based on 1000 total possible points, with 800 technical points allocated across professional history (150 points), experience and credentials (150 points), and system specifications (500 points), and 200 points for cost. Optional vendor demonstrations and site visits are scheduled between May 11-19, 2023, with an estimated contract start date of June 1, 2023. The initial contract term is one year, with options to renew for two additional one-year periods.
The solicitation does not specify explicit set-aside designations or restrictions on respondent types. The current infrastructure involves Brightsign XT1144 players and LG commercial monitors (49UH5F-H and 43UH5F-H models), with existing system integrations including the Rave emergency notification system. While specific budget ranges are not disclosed, the cost proposal template requires vendors to provide detailed pricing across implementation fees, annual enterprise software licensing, service level agreements, and customization services. Critical compliance requirements include data storage within the United States, adherence to UWSA 1030/1031 security specifications, SAML 2.0 capability, multi-factor authentication support, and annual third-party security testing. The University reserves significant contractual flexibility, including the ability to terminate the contract with 30 days' notice for any reason or immediately if performance threatens health or safety. Vendors must provide pricing for a three-year period, allowing comprehensive evaluation of the total cost of ownership for the proposed digital signage solution.
