About this opportunity

The Monterey-Salinas Transit District (MST) is seeking proposals for a Digital Content Management System (CMS) through RFP #26-01, targeting a cloud-based or Software-as-a-Service (SaaS) solution for a comprehensive Traveler Information Systems platform. The system will support digital displays across transportation stations, community kiosks, bus stop locations, and transit vehicles, utilizing open standards for communications and secure APIs. Proposals are due by 2:00 PM on October 31, 2025, with product demonstrations expected during the week of December 15, 2025. The evaluation will focus on six key criteria: solution feature match (25 points), hardware compatibility (25 points), firm qualifications (15 points), data platform support (10 points), cybersecurity adherence (10 points), and cost competitiveness (15 points). The selected contractor will enter into a three-year maintenance agreement with options to extend for two additional one-year terms, effective upon contract execution and receipt of a Notice to Proceed.

The procurement specifically targets organizations with transportation sector CMS experience, explicitly excluding consultants from responding. Disadvantaged Business Enterprise (DBE) participation goals are set at 13% for DOT-assisted contracts, with detailed certification requirements outlined in the RFP documents. The contract will be funded through federal and state grant funds, with an initial focus on replacing existing displays for the JAZZ BRT Line and deploying new pylons for the SURF! BRT Line. While specific budget ranges are not explicitly stated, the RFP indicates a flexible pricing structure to accommodate modest initial deployment and future scalability. Contractors must provide comprehensive insurance coverage, including workers' compensation, commercial automobile liability, commercial general liability, professional liability, and cyber liability insurance with specified minimum coverage limits. The procurement process emphasizes compliance with federal regulations, including Buy America Act, Clean Air and Water Acts, and other transportation-specific standards.
