About this opportunity

The Dallas Area Rapid Transit Authority (DART) is soliciting bids for the procurement of Diesel Exhaust Fluid (DEF) under Workflow #3135842, identified as Request #2099026 in Dallas County, Texas. The solicitation seeks to purchase Clean Ayr bulk DEF with an estimated initial quantity of 50 gallons, with additional delivery requirements for quantities exceeding 55 gallons on a blanket purchase order basis. The DEF product must meet stringent technical specifications, including a composition of 32.5% ± 0.7% pure urea mixed with 67.5% Level III water that has undergone reverse osmosis, deionization, and demineralization processes, and must maintain serviceability for a minimum of three years in non-revenue vehicles under Dallas weather conditions ranging from -15°F to 115°F. All products must be licensed and certified by the American Petroleum Institute (API), and bidders must submit a list of current users (preferably including transit service applications), product technical data sheets, and Material Safety Data Sheets with their proposals. DART reserves the right to request an eight-ounce sample for testing and may send samples to an independent laboratory for verification. Delivery is specified to the DART NRV SHOP located at 1200 E Jefferson Boulevard, Dallas, Texas 75203, with all bids required to reflect FOB Destination shipping terms with freight costs included in the overall price. The proposal due date is May 25, 2026, with the solicitation posted on May 18, 2026.

The solicitation documents do not identify any set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or current contractors for this procurement. All responsive vendors meeting the technical and quality requirements are eligible to submit bids. Payment terms are Net 30, calculated from the later of invoice receipt or order receipt date, with invoices submitted in triplicate to APInvoices@dart.org and including purchase order number, item number, description, sizes, quantities, unit prices, and extended totals. Sellers must warrant that supplies are of merchantable quality, comply with specifications, and are covered by the most favorable commercial warranties provided to any customer, and must provide certifications confirming they are not identified on the Texas Comptroller's list of companies with foreign terrorist organization contracts and that they do not boycott Israel. No specific budget range or award value is disclosed in the available documentation; however, the estimated initial quantity of 50 gallons suggests a relatively modest procurement volume. Failure to meet specified delivery times and rates constitutes grounds for rejection and default termination by the Authority, making timely and reliable delivery performance essential to contract performance.
