About this file
This is a Scope of Work specification document issued by the Dallas Area Rapid Transit Authority (DART) for the procurement of Diesel Exhaust Fluid (DEF). The specification outlines the technical and quality requirements for US-DEF, a blended solution comprising 32.5% pure urea mixed with 67.5% Level III water that has undergone reverse osmosis, deionization, and demineralization processes. The product must be serviceable for a minimum of three years in non-revenue vehicles under Dallas, Texas weather conditions ranging from -15°F to 115°F. Bidders are required to provide a list of current users with their proposals, preferably including transit service applications, along with product technical data sheets and Material Safety Data Sheets. DART reserves the right to request an eight-ounce sample for testing and may send samples to an independent laboratory for analysis and verification of properties. Delivery is specified to DART NRV SHOP located at 1200 E Jefferson Boulevard, Dallas, Texas 75203.
The specification establishes detailed technical parameters for DEF quality, including precise urea concentration limits of 32.5% ± 0.7%, specific refractive index measurements, and maximum allowable concentrations for various contaminants such as aldehydes, metals, biuret, free ammonia, and insoluble matter. All DEF products must be licensed and certified by the American Petroleum Institute (API). Packaging requirements mandate compliance with best industry practices to prevent transit damage, with packing slips and shipping manifests to include the DART purchase order number, manufacturer part number, manufacturer name, and part description. DART's payment terms are Net 30, with invoices submitted in triplicate to APInvoices@dart.org. All bids must reflect FOB Destination shipping terms with freight costs included in the overall price, and timely delivery is considered essential to the order with failure to deliver at specified rates constituting grounds for rejection and default termination.
