About this opportunity

The State of Illinois Department of Human Services (DHS) Division of Mental Health (DMH) is procuring a sole source contract with the Crisis Prevention Institute (CPI) to provide non-violent crisis intervention training for its facilities in fiscal year 2024. The contract will include instructor certification, renewal training, annual fees, and workbooks for over 2,700 staff across nine DMH facilities and specialty schools. The DMH has determined that CPI's copyrighted and accredited training program is the only economically feasible source that can satisfy their requirements, as CPI was the only entity able to provide the training program to meet the Joint Commission's accreditation standards for mental health centers. The total estimated value of the initial one-year contract term is $225,000, with no renewal options. The contract opportunity has been posted, and a hearing will be canceled unless an interested party submits written comments or requests a public hearing by June 16, 2023.

This sole source procurement does not include any set-aside designations or restrictions on the types of organizations that can respond. The current incumbent vendor is CPI, as the DMH has reviewed alternative training providers but found none that met their needs as comprehensively as CPI's program. The contract will be funded through state appropriations, and the total cost for the training over the 3-year period is $581,831.78, which includes an annual fee, renewals, new instructor training, and manuals.
