About this opportunity

The Illinois Department of Human Services, Division of Rehabilitation Services, is issuing a notice of intent to award a sole source contract to the Illinois Assistive Technology Program (IATP) for the provision of affordable assistive technology to individuals with disabilities and their families who lack financial means to purchase new equipment. The contract encompasses multiple integrated programs and services including an AT State Finance System providing revolving cash loans (targeting 40 applications with 8 approvals), a Device Reutilization Program delivering at least 225 devices with minimum $200,000 in cost savings, a Device Loan Program offering free 5-week loans of 2,000-3,000 devices to approximately 1,500 individuals, Device Demonstrations at the Springfield AT Demonstration Center and other locations (minimum 300 demonstrations for 150-300 individuals plus 25 off-site demonstrations), Training and Technical Assistance for 250-500 individuals and service providers including accessibility reviews of 10 websites or electronic documents, Public Awareness activities serving at least 1,400 individuals through a toll-free Information and Assistance line, Smart Home Technology Distribution and a Mobile Unit program serving 300-500 individuals, and Data Collection and Reporting services to meet federal requirements. The contract term runs from July 1, 2026, through June 30, 2027, with no renewal options specified. The deadline for interested parties to submit written comments or request a public hearing is Friday, March 27, 2026, at 4:00 p.m., with a scheduled public hearing on that same date at 2:00 p.m. via WebEx. Written submissions should be directed to Dianne Richman, Chief Procurement Office - General Services, at Dianne.Richman@illinois.gov or 217-622-1857.

The Illinois Assistive Technology Program is designated as the sole source contractor under the Assistive Technology Act of 1998, as amended (Public Law 108-364), having been designated by the Governor as the Implementing Entity and retaining this designation under federal law unless the Governor demonstrates good cause and obtains approval from the U.S. Department of Health and Human Services to re-designate responsibility. This sole source procurement is justified on the grounds that federal AT ACT funding will be lost and the State will be unable to comply with Assistive Technology Act requirements if the procurement is not completed. IATP has a documented history of contracting with the State dating from July 1, 2017, with annual contract values ranging from $419,280 to $8,568,359 across multiple years. The estimated initial contract value for this procurement is $9,144,503, comprised of personnel costs ($4,696,720), fringe benefits ($1,072,636), supplies ($1,630,000), occupancy ($962,000), equipment ($31,809), travel ($83,860), telecommunications ($76,000), training and education ($42,000), and miscellaneous costs ($549,478), with funding provided entirely through federal VR TECH PROJECT funds. The procurement received State Procurement Office approval on March 17, 2026, and was publicly posted on March 18, 2026.
