About this opportunity
The Illinois Department of Human Services is requesting quotes for procurement and installation of 20 commercial-grade in-line booster exhaust fans at Ann Kiley Center in Waukegan, with quotes due June 2, 2026. This is a public works project subject to prevailing wage obligations and mandatory compliance with the Illinois Prevailing Wage Act, the Illinois Procurement Code, and Illinois Standard Certifications (V.26.2).
The scope includes supply and installation of 20 Fantech FKD8XL booster fans (or facility-approved equivalent) with custom 26-gauge sheet metal transition fittings, integration into existing main exhaust ducts serving bathroom areas, exterior discharge penetration enlargement, pest-resistant hood caps, and waterproof sealing. Electrical work—new circuit breakers, dedicated conduit, flexible whips, and variable-speed rheostat controllers—must be performed by a State-licensed electrician in compliance with NFPA 70. All labor, tools, materials, and shipping are included in the quote. Equipment and labor warranties must cover a minimum one year. Bidders must visit the facility to verify measurements and requirements.
Vendors must maintain an Illinois office as primary place of employment and comply with prevailing wage rates (hourly cash wages plus fringe benefits) for Lake County. At least 90% of laborers must be Illinois residents during periods of excessive unemployment (any month following two consecutive months when state unemployment exceeds 5%). Vendors must carry Builder's Risk insurance with the State named as additionally insured, provide a U.S. Department of Labor Apprenticeship and Training Certificate or Program Letter, and submit either an Equal Employment Opportunities policy or detailed Workforce Projection. All responsive bids require certification of compliance with Illinois Procurement Code provisions and Standard Illinois Certifications covering legal entity status, environmental violations, labor practices, equal employment opportunity, cybersecurity, drug-free workplace standards (if contract exceeds $5,000 and vendor employs 25+ employees), steel manufacturing requirements, foreign labor prohibitions, the Illinois Information Technology Accessibility Act, and political contribution restrictions. For multi-year contracts, vendors must recertify by January 1 annually.
