About this file
This Request for Quote is issued by the Illinois Department of Human Services for work at the Ann Kiley Center, a residential facility located at 1401 Dugdale Road in Waukegan, Illinois. The project requires procurement and installation of 20 commercial-grade in-line booster exhaust fans (Fantech FKD8XL or facility-approved equivalent) in attic spaces across 20 designated residences. Each installation includes integration into existing main exhaust ducts serving bathroom areas, fabrication of custom upsized 26-gauge sheet metal transition fittings, rigid mounting of the booster fan, and complete sealing of all connections with professional-grade duct mastic. The scope encompasses enlargement of existing exterior exhaust discharge penetrations, installation of properly sized pest-resistant exterior hood caps, and professional caulking and sealing to create waterproof barriers. Bidders are required to visit the facility to verify measurements and requirements. The project also requires installation of new circuit breakers, dedicated electrical conduit to junction boxes, flexible electrical whips, and variable-speed rheostat controllers at each location. All electrically related work must be performed by a State-licensed electrician in compliance with NFPA 70 (National Electric Code).
The quote must include all labor, tools, materials, and shipping costs associated with the installation. Equipment manufacturers must provide minimum one-year warranties on new booster fans and controls, with labor and materials also warranted for one year. Bidders may submit equal or alternative products provided they meet the specifications for quality, performance, and characteristics, with the burden of proof on the bidder to demonstrate equivalency. The specification references the Fantech FKD8XL model as the standard of quality but explicitly does not restrict competition based on brand name alone.

Provide labor, tools, and materials to procure and install 20 commercial-grade (Fantech FKD8XL or facility-approved equivalent) in-line booster exhaust fans in attic spaces of 20 designated residences. Each fan will be integrated into existing main exhaust duct serving 2 bath/shower rooms in each residence, to counteract static pressure and ensure proper ventilation code rates. A time clock will be installed in each attic to ensure proper ventilation rates.
Existing trunk lines will remain in place. Cut access in existing main exhaust trunk and custom fabricate as necessary new upsized transition fittings using heavy duty 26-gauge sheet metal at the mounting location to accommodate larger diameter of new in-line booster fan. Exhaust line from new booster fan to exterior must also be upsized to match fan discharge.
Rigidly mount the inline booster fan in newly fabricated 26-gauge duct section. All new sheet metal connections, transition joints, and fittings must be completely sealed with professional grade duct mastic to prevent air leaks and maintain system static pressure.
At each of the 20 locations, Contractor must (a) install new, properly sized circuit breaker in main residential panel, (b) install dedicated electrical pipe/conduit to new 1900 junction box near the booster fan, and (c) install flexible electrical whip for safe code-compliant connection.
Provide and wire variable-speed rheostat controller with professional finish to control new booster fan allowing Facility staff to easily adjust exhaust air flow speeds.
Enlarge each existing exhaust discharge penetration in exterior wall at each of the 20 residences to accommodate increased exhaust volume. Install new properly sized exterior hood cap to match upsized duct, Enlarged wall penetration must be meticulously caulked and sealed to create a completely waterproof and pest resistant barrier blending with building exterior finish.
Install new properly sized pest-resistant exterior hood cap to match upsized discharge ducting.
Notes:
1) Bidder is required to visit site to verify all measurements and requirements.
2) Some work must be completed in unfinished attic spaces to access main exhaust lines, requiring extreme caution when navigating ceiling joists to ensure no damage to existing drywall, ceilings, and other interior finishes below work areas.
3) All electrically related work must be performed by a State-licensed electrician in accordance with NFPA 70 (National Electric Code).
4) Manufacturer warranty for new booster fans and controls must be minimum of 1 year. Labor for installation and materials must be warrantied for 1 year.
5) Quote must include any shipping-related costs.
6) The use of a brand name is for the purpose of describing the standard of quality, performance, and characteristics desired and is not intended to limit or restrict competition. "Or equal" submissions will not be rejected because of minor differences in design, construction or features that do not affect the suitability of the product for its intended use. Burden of proof that the product is equal is on the bidder.
