About this opportunity

The Illinois Department of Human Services is requesting bids for parking lot repair, re-sealing, and re-striping services at the Treatment and Detention Facility in Rushville under IFB B-53714, with bids due September 1, 2026 — this procurement is restricted to Small Business Set-Aside Program vendors only.

Bidders must be registered with the Illinois Small Business Set-Aside Program at the time bids are due. All vendors must submit either an IPG Active Registered Vendor Disclosure (if holding active Illinois Vendor Registration) or a Vendor Disclosure form with their bid response. For contracts exceeding $100,000 in annual value, vendors must disclose all current and pending contracts, bids, and procurement relationships with State of Illinois government units.

The scope covers patching, re-sealing, and re-striping the existing parking lot and perimeter roads at 17019 County Farm Road, Rushville, IL 62681. Vendors must employ at least 90% Illinois laborers under 30 ILCS 570, with documented exceptions only where Illinois labor is unavailable or incapable. All work must comply with Illinois Prevailing Wage Act requirements (820 ILCS 130); rates are published by the Illinois Department of Labor for the county. Prior to work commencement, the successful bidder must provide a surety bond in an amount not less than the bid price, with the surety holding a minimum financial strength rating of A- from recognized rating agencies. Failure to provide the bond will result in award moving to the next lowest responsive bidder.

Bids must be submitted electronically through BidBuy with pricing entered in the Quote Items Tab; failure to do so renders the bid non-responsive. A mandatory pre-submission conference is required — failure to attend, arrive on time, or sign the attendance sheet results in disqualification. Bid prices must remain firm for 90 days from opening. If the contract value exceeds $150,000, a performance bond will be required after award. A $15 administration fee applies to any contract valued at $1,000 or more, deducted from the first payment. The contract may be partially or fully funded with federal funds.
