About this file

This document is a pre-bid conference Q&A record for IFB B-53714 issued by the Illinois Department of Human Services for parking lot repair and restriping services at the Treatment and Detention Facility in Rushville, Illinois. The project encompasses patching, re-sealing, and re-striping the existing parking lot and perimeter roads at 17019 County Farm Road. The scope includes work on multiple access roads and turnarounds with approximate measurements provided during the pre-bid walkthrough, with work to be completed by June 30, 2027. Vendors are permitted to submit work in phases with partial invoicing as sections are completed, provided detailed documentation of finished work accompanies each invoice. Bidders were allowed to conduct site measurements of the parking lot prior to bid submission, and a mandatory pre-bid conference was held with attendance required for bid eligibility. Bids must be submitted electronically through BidBuy by September 1, 2026, and bid prices must remain firm for 90 days from opening.

Key operational requirements clarified during the pre-bid process include that vendors are responsible for all debris removal from the facility grounds; hole repairs must extend to the base core (approximately 3 inches deep) with subsequent saw-cutting and crack-filling prior to recoating; only main cracks highlighted during the pre-bid meeting require filling outside the perimeter fence, while one specific area inside the perimeter fence (approximately 15 feet by 9 feet near the dietary loading dock) must be patched; and vendors must maintain a minimum 10-foot open traffic lane during work on two specific sections (County Road to Sally Port and Sally Port to Dietary loading dock). The gutter pan is excluded from the scope, and no additional work beyond the original bid can be invoiced. All work must comply with Illinois Prevailing Wage Act requirements and utilize at least 90 percent Illinois laborers. The successful bidder must provide a surety bond in an amount not less than the bid price, with a minimum financial strength rating of A-, and a performance bond will be required if the contract value exceeds $150,000. This procurement is restricted to Small Business Set-Aside Program vendors only, and bidders must be registered with the program at the time bids are due.
