About this opportunity

The Illinois State Police Division of Forensic Services is requesting bids on professional-grade forensic comparison microscopes under IFB 27-493ISP-ADMIN-B-53673, with proposals due September 18, 2026. A U.S. manufacturing preference applies unless exceptions are documented.

The scope covers dual-unit optically matched comparison microscopes equivalent to the Leica FS M or LEEDS LCF 2, with split-field comparison capability, magnification of 4x to 40x, adjustable illumination, stages accommodating fired bullets, cartridge cases, tools, and irregular objects, 4K resolution camera with software, and optional dual-view observation station. The vendor must be an authorized dealer or reseller with licensed installers capable of delivery to interior locations across six ISP forensic science facilities (Chicago, Rockford, Morton, Belleville, Joliet, and Springfield), demonstration of performance, equipment training, forensic sample analysis, and basic troubleshooting support. All necessary adapters, mounts, power supplies, and accessories are included; additional items may be ordered on an as-needed basis throughout the contract term.

The initial contract term is three years, with a maximum total duration not to exceed ten years including renewals or extensions. The vendor must carry general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Subcontractors with annual values exceeding $100,000 must be disclosed and approved in advance; subcontracts over $50,000 annually require Illinois Standard Certifications. Payment follows the Illinois Prompt Payment Act, with invoices due by July 31 following the fiscal year in which services are provided. The contract may be funded partially or entirely with federal funds; percentages will be specified in the notice of award. A $15 administrative fee will be deducted from the first payment for contracts valued at $1,000 or more. Questions are due five business days prior to bid opening. Bids must remain firm for 90 days from opening. All bids become public record under the Illinois Freedom of Information Act unless confidentiality requests with statutory justification are submitted.
