About this opportunity

The State of Utah's Division of Facilities Construction and Management (DFCM) is requesting bids on a Stage II Invitation to Bid for Gunlock State Park Campground Improvements (Project #22225510), with bids due September 1, 2026 at 3:00 PM and a mandatory pre-bid meeting on August 11, 2026 at 12:00 PM at Gunlock State Park Shop Building. Only contractors prequalified under DFCM's Stage I Prequalification process in the Site Civil discipline and currently listed on the DFCM Prequalified Contractors list as of the solicitation date are eligible to bid — this is a mandatory filter that eliminates all non-prequalified competitors.

The scope encompasses earthwork and site preparation (clearing, mass grading, exposed rock face cutting across approximately 6 acres); roadway and safety infrastructure (asphalt roadway with untreated base course, UTBC shoulders, pull-out areas, striping, signage, and guardrails); bridge construction over the Santa Clara River with riprap scour protection and protective fencing; and comprehensive drainage and environmental restoration systems (storm drain boxes, reinforced concrete pipe culverts, catch basins, swales, check dams, erosion control, seed mix, retaining walls, bank stabilization, and native plantings totaling approximately 183,200 square feet). The geotechnical report specifies 2-foot minimum overexcavation and recompaction, structural fill placement with 90–95 percent compaction density compliance per ASTM D1557, Type V sulfate-resistant cement for foundations, and continuous observation during earthwork. Work is constrained by BLM right-of-way grant requirements that restrict construction from April 1 through August 31 to protect migratory birds and spawning fish, and require pre-construction surveys, paleontological monitors, cultural resource monitors, and tribal monitors during all ground-disturbing activities.

The construction cost estimate is $4,494,536. The contract term runs from September 15, 2026 (when the Historic Preservation Treatment Plan is due) through June 30, 2027 Substantial Completion. Liquidated damages are $1,500 per day for delays. A bid bond of 5 percent of the bid and performance and payment bonds of 100 percent of the contract sum (AIA Document A312-2010) are required. Prime contractors must comply with the Health Insurance Statement of Compliance Form due to the contract value exceeding $2 million. All three low bidders and any others seeking consideration must submit a complete subcontractors list within 24 hours of bid opening, with all first-tier subcontractors exceeding $35,000 listed and licensed per Utah law. Questions are due August 18, 2026 at 3:00 PM; addendum deadline is August 24, 2026 at 3:00 PM. Award will be made to the lowest responsive and responsible bid. Contractor performance ratings below 4.0 at completion may affect prequalified status for a minimum of one year.
