About this opportunity
The State of Utah Division of Facilities Construction and Management is requesting bids on replacement of three existing unit heaters at the Utah State Hospital Warehouse facility under Stage II Invitation to Bid Project #27135420, with bids due October 28, 2026 at 3:00 p.m., and a mandatory pre-bid meeting on October 8, 2026 at 12:15 p.m. in Provo. This is a restricted solicitation: only contractors prequalified under DFCM's Stage I Prequalification process for the mechanical discipline and currently listed on the DFCM Prequalified Contractors list as of the solicitation date are eligible to bid.
The construction cost estimate is $25,000. Bidding is on a low-bid basis. A hazmat survey completed August 12, 2026 detected no asbestos-containing materials or lead-based paint in sampled areas; contractors must cease work and notify DFCM if additional suspect materials are discovered during execution.
All prime contractors must attend the October 8 mandatory meeting and sign in to remain eligible. Bid bonds equal to 5% of the bid amount on AIA Document A310-2010, signed by a surety authorized in Utah and listed in U.S. Department of the Treasury Circular 570, are required. Subcontractor lists must be submitted within 24 hours of bid opening; subcontractors meeting or exceeding the $20,000 threshold must be listed by name, bid amount, license number, and work type. Questions are due October 14, 2026; addenda are due October 20, 2026.
Contractors must maintain a performance rating of 4.0 or greater to retain prequalified status for future DFCM contracts. Substantial completion is targeted for June 25, 2027. Liquidated damages are assessed at $50 per day for delays. All work must comply with DFCM General Conditions, approved plans and specifications, and the State of Utah High Performance Building Standard. Contractors must obtain permits including fugitive dust plans and stormwater pollution prevention plans at their own expense. Health insurance compliance requirements apply only if the contract value meets or exceeds the applicable threshold ($2 million for prime contractors); this project does not trigger the requirement.
