About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is requesting bids from prequalified general contractors for facade replacement at the Department of Alcoholic Beverage Services Farmington Liquor Store, with bids due July 30, 2026, and a mandatory bidders meeting on July 16, 2026. This is a Stage II Invitation to Bid restricted to contractors currently on the DFCM Prequalified Contractors list who have completed Stage I prequalification — a hard eligibility gate that filters the competitive field to vetted firms only.

The scope is selective demolition and replacement of a failing fiber cement facade with a metal panel facade system, including rough carpentry, waterproofing, TPO roofing, sheet metal flashing and trim, fascia installation, and joint sealants at 579 Lagoon Drive, Farmington, Utah. A Limited Asbestos Inspection and Lead-Based Paint Survey found no asbestos-containing materials or lead contamination in the project area; contractors discovering additional suspect materials must cease work and notify DFCM.

The construction cost estimate is $600,000, with substantial completion required by December 31, 2026. Liquidated damages are assessed at $750 per day for delays beyond substantial completion, increasing by 0.5% per day after the fourteenth day of delay. The project was designed by Architectural Nexus, Inc.

All bids must include a bid bond equal to 5% of bid amount on AIA Document A310-2010 or equivalent. The awarded contractor must provide performance and payment bonds equal to 100% of contract sum on AIA Document A312-2010. Prime contractors must submit a complete DFCM Subcontractors List Form within 24 hours of bid opening; all first-tier subcontractors with bid amounts of $35,000 or greater must be listed with license number and scope of work. The contractor must comply with State of Utah licensing and permit requirements, including fugitive dust and stormwater pollution prevention plans, and health insurance statement of compliance if applicable.

Questions are due July 21, 2026, at 3:00 p.m., addendum deadline July 23, 2026, at 3:00 p.m. The contract is awarded to the lowest responsive and responsible bidder.
